BACKGROUND:

Core Service Agencies provide critical safety net services to vulnerable, low-income San Mateo County residents, including emergency food and referrals to food services, emergency financial assistance (including paying rent, utilities, security deposits, etc.), information on housing resources, transportation assistance, and referrals to the Coordinated Entry System, through which residents experiencing homelessness are assessed and connected to homeless services. San Mateo County residents have a need for Core Services, particularly for those who are facing additional challenges due to impacts from inflation, extremely high housing costs, rising utility costs, and other challenges.

 

On January 24, 2025, the Human Services Agency (HSA) issued a Request for Proposals (RFP) for Core Service Agency services. An evaluation panel met, and, using the criteria outlined in the RFP, selected multiple agencies to provide Core Services throughout the County. The following providers will participate in the County’s Core Service Agency Network as Core Service Agencies and will provide services in the below designated areas:

DISCUSSION:

HSA is requesting that the Board authorize agreements with each of the Core Service Agencies (shown in table above) to provide safety net services for the term of July 1, 2025, through June 30, 2028, for a total allocation amount of $15,934,844.40 for Core services.

 

HSA is further requesting the Board authorize the Director of HSA, or designee, to execute an agreement with the City of Redwood City (for Fair Oaks Community Center), to accommodate their contract review and execution process.

 

These agreements will allow the Core Service Agencies (Cores) to provide safety net services such as emergency rental assistance, emergency food assistance, referrals to homeless services via the Coordinated Entry System, and connections to many other community resources to help households meet their basic needs.

 

Cores serve thousands of San Mateo County residents who need support to meet their basic needs. It is projected that over 58,000 individuals will be served by the Cores in FY 2025-26.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligation by a maximum of $25,000 for each agreement (in the aggregate).

 

The County Attorney has reviewed and approved the agreement and resolution as to form.

COMMUNITY IMPACT:

The Core Service Agencies will have a positive impact on equity because the Core Service Agencies serve the most vulnerable residents of the county. They will provide emergency financial assistance, emergency food assistance, referrals to and help enrolling into public benefits programs, and other assistance to help residents meet their basic needs.

 

FISCAL IMPACT:

The term of this agreement is from July 1, 2025 to June 30, 2028. The amount of the agreement is not to exceed $15,934,844.40. This agreement is fully funded by Net County Cost. Budgetary appropriations for this agreement will be included in the FY 2025-26 Recommended Budget and all subsequent budgets that are affected by this agreement.
