BACKGROUND:
On June 15, 2022, the Human Services Agency’s (HSA) Children and Family Services (CFS) branch issued a request for proposals (RFP) to identify a provider of educational support services to San Mateo County foster youth and the Central Labor Council Partnership (CLCP) was selected based on their experience and approach as outlined in the RFP criteria.
On November 1, 2022, by Resolution No. 079273, the County executed an agreement with CLCP for the term of November 1, 2022 to October 31, 2025, for a total obligation amount of $1,438,395 to assist current and former foster youth, ages 14 to 25, with skill development and acquisition of employment to help them achieve long term career goals that will increase their employability, wages, and promote self-sufficiency. Under this agreement, CLCP provides services that focus on career exploration; individual employment and/or vocational planning; job skills development through on-the-job training, facilitated workshops, or direct coaching; job and/or internship placement; and vocational advocacy and coordination.
DISCUSSION:
HSA is requesting the County execute an amendment with CLCP to extend the term by 12 months for a new term of November 1, 2022 to October 31, 2026, and increase funding by $479,465 for a new total obligation amount of $1,917,860, to continue to provide employment support services. It is estimated under this amendment, CLCP will serve a minimum of 50 youth.
The agreement and resolution have been reviewed and approved by the County Attorney as to form.
This resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in the aggregate).

COMMUNITY IMPACT:
Providing workforce development and educational support services to foster youth offers numerous benefits, including improved academic outcomes, reduced risk of dropping out, and increased opportunities for successful transitions into adulthood. These services can help foster youth overcome challenges such as trauma, unstable housing, and frequent school changes, which can significantly impact their educational success. Connecting young people with foster care experience to a good job with a supportive work environment is one of the best ways to promote their self-sufficiency.
FISCAL IMPACT:
The term of the agreement is November 1, 2022 to October 31, 2026. The amendment increases the amount payable under the agreement by $479,465 to an amount not to exceed $1,917,860 for the four-year term. This amendment is funded through Child Welfare Services federal and state funding. Funds for the amended amount are included in FY 2025-26 Recommended Budget and similar arrangements will be made for future years. There is no Net County Cost impact.
