BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2024-25 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018. District 4 indicates that this organization is either a public agency operating within the County, or a nonprofit organization registered and in good standing with the California Attorney General. District 4 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.

 

PROJECT SUMMARY:

This is a request to authorize a grant to KIPP Excelencia Community Prep (KIPP ECP), and resulting grant agreement, in an amount not to exceed $40,000 to help fund the purchase and installation of air conditioning in 12 classrooms in North Fair Oaks. The County Executive's Office will administer and manage the proposed agreement.

KIPP ECP is a TK-8 public charter school located in North Fair Oaks and part of the KIPP Northern California network, which operates 22 schools across seven cities. Serving over 700 students-nearly 70% of whom live within walking distance-KIPP ECP is deeply rooted in the local community, providing accessible, high-quality education close to home.

KIPP ECP’s mission is to inspire and empower students, help them grow as critical thinkers and lifelong learners. Their academic program prioritizes literacy as the foundation for learning and emphasizes STEM education to prepare students for future careers. However, the school’s ability to deliver high-quality instruction is significantly hampered by aging infrastructure and inadequate climate control in several classrooms.

The North Fair Oaks campus is over 45 years old and suffers from deteriorating facilities, particularly in terms of air conditioning and heating. In 12 classrooms, each accommodating 25 to 30 students, fans are currently used during hot summer months, while temperatures in the winter are excessively cold. Either temperature can make students and teachers uncomfortable and at times lead to suboptimal learning conditions.

The existing HVAC system, which serves other areas of the campus, requires a comprehensive overhaul to support the 12 classrooms. However, the estimated cost of this upgrade exceeds $1 million.

Due to the high cost of upgrading the HVAC system, KIPP ECP is pursuing a more immediate and cost-effective solution.

The approval of this district discretionary grant will support KIPP ECP in funding portable air conditioning units with both cooling and heating functions for 12 classrooms. Each classroom will be equipped with two units-one at the front and one at the back-greatly enhancing comfort and learning conditions throughout the year. To date, the school has raised $2,000 toward this effort.

District 4 indicates that this organization has not previously received Measure K district-discretionary funding.

District 4 has informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward.

Total Measure K Request: Not to Exceed $40,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

COMMUNITY IMPACT:

This investment directly supports educational equity and the well-being of students at KIPP Excelencia Community Prep, many of whom come from underserved communities, and qualify for free or reduced-priced lunch. Extreme climate conditions in classrooms negatively impacts academic performance. Providing air conditioning will help create a safer, more conducive learning environment, contributing to student success. 

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2024-2025 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2024-25 Adopted Budget.
