BACKGROUND:
San Mateo County Behavioral Health and Recovery Services (BHRS) would like to support its direct service contractors by providing a one-time cost-of-living adjustment (COLA). Many of BHRS’ contractors have continued to struggle over the past year. Labor shortages, price increases and supply chain disruptions have continued to negatively impact many contractors. Also, the County approved salary increases for its own employees and BHRS wishes to provide the same benefit to the Community Based Organizations that provide services on behalf of the County.
DISCUSSION:
BHRS will provide a 4% COLA, retroactive for FY 2023-24. To ensure that BHRS providers receive the COLA funds as soon as possible, BHRS requests that this Board authorize the Chief of San Mateo County Health or designee to execute COLA amendments for the term of July 1, 2023, through June 30, 2024. The COLA amounts for each contractor will be determined based on their current agreement. Please refer to Exhibit A as the estimated Funding Matrix for a listing of the contractors, as well as the approximate value for each contractor’s COLA increase, for FY 2023-24.
The resolution has been reviewed and approved by County Attorney as to form. This agreement is late due to awaiting approval of the BHRS 2023-24 Adopted Budget.
FISCAL IMPACT:
The term of the COLA is July 1, 2023, through June 30, 2024. The total amount of the COLA for all contractors is not to exceed $1,886,923 and appropriations are sufficient to support the expenditure. Of the FY 2023-24 amount, it is anticipated that Federal Financial Participation will fund 30% ($566,077); 1991 and 2011 Realignment will fund 30% ($566,077), and the remaining 40% ($754,769) will be funded by various other funding sources, including Mental Health Services Act.
