BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 2 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

PROJECT SUMMARY:
This is a request to authorize a grant to Hope Services, and resulting grant agreement, in an amount not to exceed $60,000, to provide additional resources (parent support groups, assessment kits, consultations, and hiring additional professionals) to support their mental health, early intervention, and treatment services for children. The County Executive will administer and manage the proposed agreement.
Hope Services, accredited by the Commission on Accreditation of Rehabilitation Facilities, works to improve the quality of life of people with developmental disabilities and mental health needs. Hope’s programs encompass services for individuals of all ages: early intervention, employment, mental health, senior services, community living, day activities.
The proposed Measure K funds will be used to enhance two existing programs- Homestart, a family-focused program providing early intervention to infants and toddlers presenting developmental delays, and Mental Health Services, a parent group support which will launch 2 new, drop-in parent support groups for new parents/caregivers/family members who have children and youth (under age 18) with a dual diagnosis of a mental health disorder and an intellectual or developmental disability. Specifically, Hope Services will use the Measure K funds to (a) provide drop-in Parent Support Groups to parents, caregivers, family members of children and youth with a mental health diagnosis and a secondary diagnosis of intellectual or developmental disability, (b) to purchase assessment kits (to assess behavioral, cognitive, physical, and social-emotional abilities), (c) to cover consultant fees (including nutrition and sleep consultants), and (d) to hire new Outreach Specialist, Early Intervention, and Mental Health professionals to join Hope Services.
Hope Services’ estimated total budget for the program is as follows:
• Provide two drop-in Parent Support Groups to parents, caregivers, family members of children and youth (under age 18) with a mental health diagnosis and a secondary diagnosis of intellectual or developmental disability for six months each. Each group will serve about 8 parents (16 parents total). Each group will have 30 minutes of prep time per week and 90 minutes per group session with 30-40 hours of outreach: $36,000;
• Assessment Kits: $1,000;
• Consulting Fees: $3,610 (total 80 consultations at an average cost of $45.12/hr);
• Hire Outreach Specialist, Early Intervention, and Mental Health professionals: $19,565.
Total Measure K Request: Not to Exceed $60,000
The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2022-23 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2022-23 Adopted Budget.
