BACKGROUND:
In January 2022, San Mateo Medical Center (SMMC) completed a Request for Proposals for a materials management information system, and Infor (US), LLC (Infor) was elevated because of its innovative approach to inventory management as well as having the capability to interface with SMMC’s past and current electronic health record platform, Epic.
In May 2023, SMMC entered into an agreement with Infor (US), LLC, for the term of May 9, 2023, through May 8, 2028, in an amount not to exceed $3,084,204. Both parties entered into subsequent amendments incorporating additional services, including consultation to integrate data from Infor over to Epic, and increasing the maximum amount of the agreement to an amount not to exceed $3,229,204.
DISCUSSION:
As part of ongoing efforts to increase efficiency through Infor, SMMC discovered several data remapping adjustments that are necessary to ensure continued compliance with the County’s financial accounting system, OFAS, and other County systems. Additionally, SMMC also needs additional automated processes and ongoing customized support from Infor to fully capture the value of Infor’s system. To meet these needs, this amendment will add additional services and increase the amount payable under the agreement by $330,000, to an amount not to exceed $3,559,204.
The County Attorney has reviewed and approved the resolution and amendment as to form.
The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).
It is anticipated that 100% of all supply orders will be managed through Infor and will meet all County financial guidelines for processing and paying a vendor.

COMMUNITY IMPACT:
This contract supports health and safety by ensuring medical supplies are appropriately inventoried and procured timely to ensure an adequate level of medical supplies are always available to assist clinical teams with providing direct patient care services.
FISCAL IMPACT:
The term of the amended agreement is May 9, 2023, through May 8, 2028. The amendment increases the amount payable under the agreement by $330,000 to an amount not to exceed $3,559,204 for the five-year term. Funds in the amount of $330,000 are included in the SMMC FY 2025-26 Adopted Budget.
Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care is covered by the County’s General Fund contribution to SMMC and is within the existing annual appropriation.
