BACKGROUND:

The San Mateo Resource Conservation District (RCD) is a special district within San Mateo County that provides comprehensive and integrated resource conservation services related to water, climate, agriculture, and wildfire. The RCD is uniquely positioned to take on a variety of work that supports the community and environment in their service territory, which is predominantly along the Pacific Ocean coast of San Mateo County. The RCD has demonstrated success as a resource conservation organization and its effectiveness in collaborating with the community, County departments, and State and Federal agencies.

 

The RCD has an existing agreement for resource conservation services with the Office of Sustainability (OOS), approved under the OOS Director’s signing authority on January 23, 2023 for an amount not to exceed $200,000 and a term of January 23, 2023 to June 30, 2023. Through this contract, the RCD has been able to provide technical assistance to constituents dealing with issues that cross property lines such as erosion, flooding, stormwater management, fuel load management, water supply, and water security. It has also conducted educational outreach to engage individuals and to foster community participation in resource conservation issues. It has provided training and education for the public on water conservation, agricultural irrigation and nutrient management, climate resilience and adaptation, endangered species recovery, and wildland fire.

 

DISCUSSION:

By funding resource conservation services with the RCD, the County continues to support their collaboration with government agencies and private parties on projects that will provide an integrated approach to achieving long-term sustainability for San Mateo County residents. Amending the current agreement to increase the amount by $200,000 and extending the term by one year will allow the RCD to continue its resource conservation work providing technical assistance to constituents on issues such as flooding, stormwater management, and fuel load management; and providing training and education for the public on resource conservation and climate resiliency.

 

The resolution and agreement have been reviewed and approved by the County Attorney as to form.

 

FISCAL IMPACT:

The amendment to the agreement will add $200,000 for a new not to exceed amount of $400,000 and will extend the term to June 30, 2024. These funds have been included in the Office of Sustainability’s FY 2023-24 Approved Recommended Budget. There is no new Net County Cost associated with this agreement.
