A)                     Accepting a $3,000,000 Community Project Funding Grant for the Stone Pine Cove Mobile Home Park Project, to be provided by the Department of Housing and Urban Development on a reimbursement basis; and

 

B)                     Authorizing the County Executive Officer, or designee, acting in consultation with the County Attorney, to execute such agreements, documents and certifications as may be necessary and advisable to secure funding and reimbursement under the Community Project Funding grant.

BACKGROUND:

On January 6, 2023, the State of California Department of Housing and Community Development (“HCD”) released approximately $35,000,000 in funding to address the housing needs of farmworkers under the Joe Serna, Jr. Farmworker Housing Grant Homeownership Program (“Serna Program”).

 

On February 28, 2023, this Board adopted Resolution No. 079453 that authorized the County’s Department of Housing to apply for, and if awarded, execute a grant agreement of up to $5,000,000 under the Serna Program to purchase manufactured homes for low-income farmworkers and their families, to be placed in a mobile home park to be developed by the County on property to be acquired from the City of Half Moon Bay, known as Stone Pine Cove.

 

On June 1, 2023, San Mateo County received notification of a Serna Program Award and on April 23, 2024, HCD and the County executed a Standard Agreement accepting the Serna Program award.

 

DISCUSSION:

On March 6, 2024, the County’s Congressional representative, Anna G. Eshoo, announced an award of $3,000,000 in Community Project Funding (“CPF”) appropriated under the Consolidated Appropriations Act of 2024 for the “Half Moon Bay Farmworker Homeownership Project Expansion.” The CPF award is administered by the United States Department of Housing and Urban Development and will use the Disaster Recovery Grant Reporting system to manage and disburse the funding. Consistent with the directed purpose of the award, this funding will be used to help fund seven years of ongoing operating support and property management services at the Stone Pine Cove mobile home community.

 

The funds will be disbursed to the County on a reimbursement basis, as incurred, further to CPF program requirements.

 

Staff recommends that the Board authorize the County Executive Officer, or their designee, to execute such agreements, documents and certifications as may be necessary and advisable to secure funding under the CPF grant.

 

The County Attorney has reviewed and approved the proposed resolution as to form.

 

EQUITY IMPACT:

Farmworkers, who contribute immensely to our agricultural industry, often face significant barriers to accessing quality housing, including low wages and lack of affordable housing options on the Coast.

 

To promote equity and justice in the housing sector, the County is committed to providing affordable farmworker housing that is safe, healthy, and inclusive, and designed with the needs of farmworkers in mind, including proximity to job sites, schools, and access to transportation.

 

FISCAL IMPACT:

The Stone Pine Cove project is funded through a combination of Federal, State, County, and philanthropic monies. This $3,000,000 grant under the Consolidated Appropriations Act is made on a reimbursement basis for eligible expenses. The San Mateo County Department of Housing will establish an account to manage these funds for the period from Fiscal Year (“FY”) 2025-26 to FY 2031-32 for ongoing operating support and property management services. There is no new Net County Cost associated with accepting this CPF grant and adopting the proposed resolution.
