Adopt a resolution authorizing an agreement with Harder & Company Community Research to provide technical assistance and database support for the use of Social Solutions Efforts to Outcomes (ETO) database for the term of January 1, 2018 through December 31, 2019, in an amount not to exceed $280,000.

BACKGROUND:
The County of San Mateo receives an annual public safety realignment allocation from the State of California, a percentage of which is required to be used for data collection and evaluation of the realignment population. The County Manager’s Office has contracted with Harder & Company Community Research (“Harder & Company”) since 2013 to provide technical assistance and database support for the use of the Social Solutions Efforts to Outcomes database in the County, which tracks services to the public safety realignment and Unified Reentry populations.
DISCUSSION:
Over the past five years, Harder & Company has worked closely with the Sheriff’s Office, Probation, Human Services Agency and the Health System to build a robust web-based data system that tracks services provided to a select group of justice involved individuals. Because Harder & Company’s most recent contract with the County expired on December 31, 2017, the County Manager’s Office now seeks to enter into a new two-year contract with them. Under the new agreement, Harder & Company will continue to provide ongoing technical assistance and database support for numerous users of ETO, including: 1) County departments providing services to the AB 109 and Unified Reentry populations; and 2) community-based organizations serving the AB 109 and Unified Reentry clients that have received funding through the Community Corrections Partnership grants. Finally, Harder & Company will help to close out data collection and evaluation efforts for the Students With Amazing Goals (SWAG) program in 2018.
Harder & Company has been instrumental in helping County departments build out the ETO system which assists the County in meeting the State mandate for data collection and evaluation of the realignment population. A waiver of the Request for Proposals process is in the County’s best interest as Harder & Company is highly knowledgeable with the ETO software, has been working closely with County departments to fully integrate data on the Unified Reentry population and will need to work closely with a soon-to-be selected evaluator that will examine the County’s implementation of public safety realignment and Unified Reentry, as well as the groups’ recidivism rates. The delay in bringing the contract to your Board was due to a delay in the development of the scope of work given the selection of an evaluator for the programs and services.
County Counsel has reviewed and approved the agreement and resolution as to form.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 in the aggregate.
This agreement with Harder & Company Community Research contributes to the Shared Vision 2025 goal of a Collaborative Community as it will assist the County in tracking and evaluating the services it provides to and outcomes of two important, high-risk justice involved populations, as well as the outcomes of the SWAG program targeted at youth who are at high-risk of not graduating from high school.

FISCAL IMPACT:
The term of the agreement shall be from January 1, 2018 to December 31, 2019 for a total not to exceed amount of $305,000. The agreement is fully covered by AB109, Public Safety Realignment funds and is included in the County Manager’s Office FY 2017-19 Recommended Budget. There is no Net County Cost associated with this agreement.
