B)                     The Chief of San Mateo County Health or the Chief’s designee to execute provider agreements for existing services, during or for the term of January 1, 2023, through March 31, 2026.

BACKGROUND:

This Board, acting as the Governing Board for the Area Agency on Aging (AAA), approves the acceptance of funding from the California Department of Aging (CDA) for AAA programs. The Older Californians Act (OCA), passed in 1980, established CDA as the single agency responsible for administering California's Older Americans Act (OAA). It also defined the duties and functions of CDA and the State's 33 AAAs. The OCA was amended in 1996 to expand the OAA programs and add Community-Based Services programs that were not included in OAA services. The State 2022-23 budget approved $59,300,000 to modernize the OCA and create pilot programs supporting community-based services programs, family and caregiver support, the Senior Volunteer Department, and Aging in Place. 

 

Aging and Adult Services (AAS), the County's AAA, already contracts with various community-based agencies to implement programs that achieve the Area Plan's goals and objectives with OAA funding.

 

In February 2022, AAS issued a Request for Proposals (RFP) for the provision of OAA services to older adults and adults with disabilities for the term of July 1, 2022, through June 30, 2026. The RFP Evaluation Committee identified 21 community providers to provide OAA services.

 

CDA is now releasing Modernizing Older Californians Act (MOCA) funding to AAAs across California. The total funding for San Mateo County for supportive services is $1,178,317. Of this amount, $696,983 is allocated for January 1, 2023, through March 31, 2025, and $481,334 for July 1, 2023, through March 31, 2026.

 

DISCUSSION:

MOCA funding targets services based on lessons learned over the past decade and the changing needs of the 60+ population. These services are consistent with the goals and objectives of the State’s Master Plan for Aging. These funds will be allocated for one or more of the following State-approved program areas:

 

                     Alzheimer’s Day Care Resource Centers: Meet the special care needs and address the behavioral problems of clients by providing adequate staffing and physical facilities.

                     Caregiver Support for People with Dementia/Alzheimer’s: establish a two-year pilot Family and Caregiver Support Program expansion with an emerging and/or designated Aging and Disability Resource Connection center. The program will provide screening, family support, purchase of supplemental services, case management to serve people 60 years or older, or an individual of any age with Alzheimer’s disease or a dementia-related diagnosis.

                     Aging in Place: Enable eligible individuals to continue to live in their homes.

                     Foster Grandparent Program: Creation of a Foster Grandparent program to provide meaningful Foster Grandparent Volunteer service opportunities to low-income individuals 60 or older. The program prioritizes children under 21 years of age who have special needs or those who are deprived of healthy relationships with adults.

                     Linkages: Program includes case management, assessments, care planning, monitoring, and follow up.

                     Caregiver Respite Service: Recruit and screen respite providers and match respite providers to clients. Arrange and purchase respite services for program participants.

                     Senior Companion Program (SCP): Recruit, select, train, and assign staff and SCP volunteers, as well as ensure SCP volunteers prioritize serving target clients who are considered frail, homebound, and/or who reside in institutional settings.

                     Senior Volunteer Development and Coordination: Provide benefits and meaningful volunteer service opportunities to individuals 60 or older.

 

AAS will issue an RFP in FY 2023-24 to select service providers for new supportive service programs for the County. AAS will contract with them directly for MOCA Supportive Services available from existing OAA providers. Contracts exceeding $200,000 will be brought before this Board in a future proposed resolution. None of the services provided by existing OAA providers exceed $200,000

 

This item is coming to this Board late because AAS did not receive notification of funding from CDA until April 7, 2023.

 

The resolution has been reviewed and approved by the County Attorney’s Office as to form. The forthcoming provider agreements will be approved by the County Attorney’s Office as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations.

 

It is anticipated that MOCA Supportive Services programs will serve 500 unduplicated older adults and family caregivers.

FISCAL IMPACT:

The term of the funding agreement(s) is January 1, 2023, through March 31, 2026. The amount of the agreement(s) is not to exceed $1,178,317 for the 39-month. Federal funds will cover 100% of the costs. There is no Net County Cost associated with the funding agreement(s) or the forthcoming provider agreements.
