Adopt a resolution authorizing an agreement with Our Common Ground, Inc. for substance use disorder treatment services, for the term July 1, 2018 through June 30, 2019, in an amount not to exceed $2,981,901.

BACKGROUND:
For over 20 years, Our Common Ground, Inc. (OCG) has provided substance use disorder outpatient and residential treatment services to San Mateo County adults with substance abuse and addiction problems. OCG’s treatment approach is a strength-based Modified Therapeutic Community Model, which values relationships and views the clients in light of their competencies rather than their deficiencies. Success is based upon individual progress in treatment, while concentrating on academic and vocational pursuits.
DISCUSSION:
Through the Drug Medi-Cal Organized Delivery System (DMC-ODS) waiver, OCG shall continue to provide outpatient and residential treatment services to adult County residents. Services include individual therapy, individual counseling, group therapy, anger management, family therapy, room and board, and additional services that were not available prior to the waiver.
The Resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement and Resolution have been reviewed and approved by County Counsel as to form. This agreement is coming to your Board late due to prolonged contract negotiations and is on the Continuing Resolution.
Approval of this agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing individuals and families with prevention and treatment services to support recovery, which in turn contributes to the health and safety of communities throughout the County. Successful treatment discharge occurs when a program participant completes his/her treatment/recovery plan or when a participant is transferred to the next appropriate level of care. It is anticipated that 64% of clients will achieve a successful treatment discharge.

FISCAL IMPACT:
The term of the agreement is July 1, 2018 through June 30, 2019. The amount of the agreement is not to exceed $2,981,901. Of this amount, the Mental Health Services Act will fund $31,618, Federal Financial Participation for Drug Med-Cal $663,990, Substance Abuse and Prevention Treatment Block Grant will fund $646,401, 2011 Realignment will fund $449,095, and AB109 will fund $311,088. The remaining $879,709 is Net County Cost. Funds for these services are included in the BHRS FY 2018-19 Adopted Budget. The payment provisions and levels of service remain essentially the same as those of the prior agreement.
