Adopt a resolution authorizing an amendment to the Master Salary Resolution 080517 to delete three positions, add four positions, set the salary range of four new classifications, and adjust the salary of three classifications; and accept the updated report of biweekly salaries by classification.

BACKGROUND:

On June 25, 2024, this Board adopted Master Salary Resolution 080517 which specifies the number of and provides compensation and benefits for persons employed by the County of San Mateo, sets appropriate rules and regulations, and repeals all inconsistent ordinances and resolutions. Throughout the year, the salary resolution is amended from time to time to meet the needs of the County.

 

DISCUSSION:

The salary resolution changes herein represent the:

 

                     deletion of three positions;

                     addition of four positions;

                     setting of salary range of four classifications; and

                     adjustment of salary range of three classifications.

 

These amendments to the resolution have been reviewed and approved by the County Attorney’s Office as to form. The specific actions are discussed in detail below.

 

12000 COUNTY EXECUTIVE’S/CLERK OF THE BOARD

 

Action A:                     Set salary range of D243, Director of Strategic Communications and Community Partnerships at $82.07 to $102.59 per hour.

 

Action B:                     Set salary range of D244, Director of Equity and Labor Standards at $82.07 to $102.59 per hour.

 

Explanation: These actions set the salary ranges of the new classifications that were approved by the Civil Service Commission. This is a salary setting action only and has no associated salary and benefits cost. There is no change in the total number of authorized positions.   

 

Action C:                     Set salary range of D203, Director of Procurement at $90.48 to $113.12 per hour.

 

Explanation: This action sets the salary range for the recently restructured Procurement Manager classification after the Procurement Division moved under the County Executive Office. This new pay aligns the pay of the position to its role in the organization, and also aligns pay with similar positions in the County. This is a salary setting action only and has no associated salary and benefits cost. There is no change in the total number of authorized positions.                         

 

Action D:                      Add: One position of D243, Director of Strategic Communications and Community Partnerships                                          

Biweekly Salary: $6,565.60 - $8,207.20

 

Explanation: This is the addition of one Director of Strategic Communications and Community Partnerships position created to support and further strengthen the County Executive Office’s community engagement strategies and ensure efficient messaging of County’s programs and initiatives. This action represents an approximate monthly salary and benefits cost of $27,207, and the total number of authorized positions is increased by one.

 

33000 CORONER’S OFFICE

 

Action:                     Adjust salary range of T070, Forensic Autopsy Technician to $33.40 - $41.75 per hour.

                                          

Explanation: This action adjusts the pay rate of the Forensic Autopsy Technician classification by 15% based on market analysis and internal alignment. This action represents an approximate monthly salary and benefits cost of $4,332 impacting three positions. There is no change in the total number of authorized positions.

 

45200 Road Construction and Operations

 

Action A:                     Adjust the salary range of T094, Equipment Mechanic III to $47.68 - $59.61 per hour.

 

Action B:                     Adjust the salary range of T092, Equipment Mechanic Supervisor to $52.45   - $65.57 per hour.

 

Explanation: These actions adjust the pay rates of the Equipment Mechanic III and Equipment Mechanic Supervisor classifications by 1.8% and 1.62%, respectively, to maintain a 5.74% gap between levels in the series. This action represents an approximate monthly salary and benefits cost of $557, affecting two positions. There is no change in the total number of authorized positions.

 

61000 BEHAVIORAL HEALTH AND RECOVERY SERVICES

 

Action:                     Delete: One position of G240S, Case Management/Assessment Specialist Series                                           

Biweekly Salary: $2,998.40 - $4,464.80

 

Add: One position of G242, Lead Behavioral Health and Recovery Services Specialist

                                          Biweekly Salary: $3,778.40 - $4,720,.80

 

Explanation: This is the deletion of one vacant Case Management/Assessment Specialist and addition of one Lead Behavioral Health and Recovery to help with complex client scenarios, serve as liaison to hospital partners, and support the increasing demands for community engagement and education under the Opioid Settlement Funds. This action represents an approximate monthly salary and benefits cost of $849. There is no change in the total number of authorized positions.

 

66000 SAN MATEO MEDICAL CENTER

 

Action A:                     Delete: One position of F168, Supervising Creative Arts Therapist-Exempt

                                          Biweekly Salary: $3,704.00 - $4,629.60

 

                                          Add: One position of F187, Supervising Therapist-Exempt

                                          Biweekly Salary: $4,435.20 - $5,544.80

 

Explanation: This is the deletion of one vacant Supervising Creative Arts Therapist-Exempt and addition of one Supervising Therapist-Exempt. The latter classification will align reporting structures of the Inpatient and Outpatient Therapy teams and provide better support for the Inpatient Therapy team. This action represents an approximate monthly salary and benefits cost of $3,034. There is no change in the total number of authorized positions.

 

Action B:                     Set salary range of G258, Value Analysis Analyst at $45.96 to $57.42 per hour.

 

Explanation: This action sets the compensation rate of the new classification that was approved by the Civil Service Commission. This is a salary setting action only and has no associated salary and benefits cost. There is no change in the total number of authorized positions.                         

 

70000 HUMAN SERVICES AGENCY

 

Action:                     Delete: One position of G081, Mental Health Program Specialist

                                          Biweekly Salary: $4,236.80 - $5,295.20

 

                                          Add: One position of D182S, Management Analyst Series

                                          Biweekly Salary: $3,656.00 - $5,288.80

 

Explanation: This is the deletion of one vacant Mental Health Program Specialist position and addition of one Management Analyst to ensure compliance with State and Federal regulations and better support implementation of Children and Family Services program initiatives. This action represents an approximate monthly salary and benefits cost savings of $21. There is no change in the total number of authorized positions.

                     

Financial Impact on County’s Retirement System

Government Code Section 31515.5 requires the County to provide the estimated financial impact that proposed benefit changes or salary increases for current employees would have on the funding status of SamCERA‘s retirement fund, the County’s retirement system.

 

As reflected in the attached letter from SamCERA’s actuary, Milliman, the changes reflected in this amendment that are in addition to the assumed annual salary increases of affected current employees, increases the Actuarial Accrued Liability (AAL) by approximately $56,000. While the Unfunded Actuarial Accrued Liability (UAAL) of SamCERA will be higher by this amount, the funded ratio, rounded to the nearest one

basis point, will be unchanged.

 

FISCAL IMPACT:

These actions represent an estimated monthly salary and benefits cost of $35,974 or an annual cost estimate of $431,482.
