A)                     Authorizing an Agreement with K&K JL Services, Inc. for landscape maintenance services at various County-owned facilities for a not-to-exceed amount of $11,722,864 for the term of December 1, 2025, through November 30, 2030; and

 

B)                     Authorizing the Director of Public Works, or their designee, to execute amendments, which modify the County’s maximum fiscal obligation by an additional $500,000 for as-needed services, so long as the modified term and/or services are within the current or revised fiscal provision.

BACKGROUND:

The Department of Public Works (Department) is responsible for landscape maintenance services at County-owned facilities and properties. The services include, but are not limited to, lawn care, tree and shrub care, ground cover, irrigation systems, seasonal and perennial plant care, and green infrastructure maintenance including bioretention areas, flow-through planters, permeable pavement, tree wells, and infiltration galleries at various County-maintained sites. This Board has previously approved similar agreements for these services. A bid protest from Bayscape Landscape Management, Inc. received on November 12, 2025, was determined to be invalid.

 

DISCUSSION:

On October 2, 2025, the Department released a Request for Proposals (RFP) through the County’s e-Procurement system and the Department’s website for landscape maintenance services.

 

The Department received proposals from three landscaping firms and Department staff reviewed the submittals for completeness, qualifications, and price. The proposal from Bayscape Management, Inc. (Bayscape) was deemed non-responsible because it did not accurately estimate the labor hours required to perform the scope of work identified in the RFP. The Department’s conclusion with respect to non-responsibility of the current proposal is based on Bayscape’s prior agreement with the County and its performance under that agreement. Further, the proposal contained mathematical errors. The proposal from SkyLandscape, LLC was deemed non-responsive as it lacked information required per the RFP. The Department is recommending K&K JL Services, Inc. as the most qualified firm to provide landscape maintenance services based on the County’s needs. The RFP Matrix describing the process is attached as Exhibit A.

 

The Department is requesting an additional $500,000 in contingency for unanticipated services and locations that may be added to the County’s inventory.

 

The County Attorney has reviewed and approved the agreement and resolution as to form.

 

COMMUNITY IMPACT:

The professional maintenance of landscaping and grounds at County facilities is essential for enhancing overall appearance, includes maintenance of green infrastructure required for permit compliance, and creates a welcoming environment for visitors and customers. A well-kept landscape reflects civic pride and demonstrates a commitment to the community's well-being. Regular grounds maintenance not only prevents safety hazards and environmental damage, but it also contributes to a positive public image and long-term value for the community.

 

FISCAL IMPACT:

The term of this Agreement is from December 1, 2025, through November 30, 2030, for an amount not to exceed $11,722,864. Funding for this Agreement is included in the Department’s Approved Budget for FY 2025-26 and funding for future fiscal year landscaping services will be included in future fiscal year budgets.

 

There is no additional impact to the General Fund.
