Adopt a resolution authorizing an amendment to the agreement with the City/County Association of Governments (C/CAG) providing funding for the San Mateo County Energy Watch program, increasing the amount by $405,620 to an amount not to exceed $882,600.

BACKGROUND:
The San Mateo County Energy Watch (SMCEW) program provides energy efficiency services for local governments, special districts, K-12 public schools, and small businesses in San Mateo County. The SMCEW program is a Local Government Partnership (LGP) program funded by Pacific Gas and Electric Company (PG&E) under the auspices of the California Public Utilities Commission. LGP programs are funded by ratepayers. In San Mateo County, PG&E has contracted with the City/County Association of Governments of San Mateo County (C/CAG) to implement SMCEW, the LGP in San Mateo County, since 2008.
C/CAG has contracted with the County to administer the SMCEW program since the inception of the program. On December 9, 2008, this Board authorized the initial execution of an agreement between the County and C/CAG for the County to provide staff services for SMCEW from October 9, 2008, through March 31, 2011. This board authorized similar agreements for subsequent program cycles from 2012 through June 2023. C/CAG’s current contract with the County, authorized by Resolution No. 077492, is for July 1, 2020 through June 30, 2023 for $476,980.
DISCUSSION:
To date, C/CAG has administered all large consulting contracts for the SMCEW program. The proposed amendment will change the contracting and payment structure. Moving forward, the County will contract directly with consultants, contractors, and vendors to provide services for the SMCEW program to simplify contract management. The County will submit invoices for those contracted services to C/CAG for reimbursement.
FISCAL IMPACT:
An additional $405,620 is being added to this contract, bringing the total to $882,600. The available funding will reimburse the County for staff time to administer the SMCEW program through June 30, 2023, as well as pay invoices from consultants, contractors, and vendors providing services for the SMCEW program for that time period.
There is no Net County Cost associated with the agreement.
