BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

 

PROJECT SUMMARY:

Established in October 1919, the American Legion Post 105 Redwood City is over 100 years old.  It was founded on four pillars - veterans affairs, national security, patriotism and children and youth. The first and last pillars are particularly applicable to this Measure K request. The American Legion has acted as the nation’s leading advocate for proper health care, economic opportunity, and legal benefits for U.S. military veterans. It also manages a pillar of service for Children & Youth guided by three main objectives: to strengthen the family unit, to support quality organizations that provide services for children and youth, and to provide communities with well-rounded programs that meet the physical, educational, emotional, and spiritual needs of young people. It works to provide hope for children who face health, safety, discipline, or home-life challenges, and provides opportunities for young people to succeed.

 

There are several generations of veterans who will benefit from this Measure K grant. Many American Legion members are from the Vietnam War era - and it is those elder veterans who often never learned the most basic of computer skills to enable them to communicate with friends and family afar.  But there are also newly discharged veterans who are reentering the workforce and could use a refresher course on computer program basics. Once operating, the American Legion will also allow this computer learning lab to be used for students in the underserved communities to learn necessary skills to succeed in their future endeavors.

 

This is a request to authorize a grant to the American Legion Post 105 in Redwood City in an amount not to exceed $10,000 to contribute to the purchase of 6 laptop computers, software, learning stations, a virtual learning system to provide online attendance, upgrade the site’s internet and create a computer learning lab for veterans and the underserved in the community.  The goal of this computer lab is to teach veterans and others how to use Microsoft Office and other applications to further their preparation to enter and/or reenter the workforce.

 

Total Measure K Request: Not to Exceed $10,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:
