Acting as the Governing Board of the Area Agency on Aging for the County of San Mateo, adopt a resolution authorizing:
1. The approval and submission of the Fiscal Year 2026-2027 Area Plan update to the 2024-2028 Area Agency on Aging Plan; and
2. The execution of the Transmittal Letter to the California Department of Aging required to complete the submission process.

BACKGROUND:
The State requires each Area Agency on Aging (AAA) - including the AAA of San Mateo County - to submit an Area Plan every four years. The development of the Area Plan includes the use of County data. The Area Plan is also supplemented with two additional surveys: the 2023 Community Health Needs Assessment compiled by the San Mateo County Health Office of Epidemiology and Evaluation and the Long-Term Care Survey conducted in December 2023 by Ombudsman Services of San Mateo County.
On May 7, 2024, this Board approved the AAA 2024-2028 Area Plan for Services for older adults and family caregivers.
Once an Area Plan is created, it requires submission to the California Department of Aging (CDA) after the County’s Governing Board and the Commission on Aging (CoA) have had the opportunity to participate in the planning process and to review the document.
On May 20, 2025, this Board approved the latest Area Plan update from FY 2025-26.
DISCUSSION:
Area Plan updates must be submitted every year. The CoA has approved the County’s update, which is now being brought to this Board for its approval prior to submission to the CDA. Submission of this update is necessary for final approval of the Older Americans’ Act (OAA) funding needed to continue to provide senior services that would help older adults remain in the most independent setting possible.
The County Attorney’s Office has reviewed and approved the resolution as to form.
Through the submission of this update and by providing community-based services funded by the OAA, it is anticipated that an estimated 27,094 unduplicated older adults will be served by OAA-funded programs during FY 2026-27. The 2.7% growth between FY 2025-26 and FY 2026-27 is based on CDA’s projected growth of older adults age 60 and up in San Mateo County.

COMMUNITY IMPACT:
The Area Plan is published through the AAA every four years and then updated annually. The Area Plan describes the goals and objectives that the AAA has selected based on data from national and local surveys, supplemented with local community input. It includes efforts to improve access to services, promote aging in place, strengthen family caregiver support, and address isolation. The Area Plan’s overall goal is to reduce the strain on our healthcare system by keeping older adults healthy and at home and prevent or delay the need for institutionalized care.
FISCAL IMPACT:
There is no Net County Cost associated with approval of this Area Plan update.
