Measure K: Approve an Appropriation Transfer Request (ATR) in the amount of $383,915 from Measure K reserves to cover funding related to support production and distribution of meals.

BACKGROUND:
Aging and Disability Services (ADS) serves as the Area Agency on Aging for San Mateo County. ADS administers Older American Act (OAA) and related funding to support a coordinated system of home and community-based services for older adults and family caregivers.
In February 2022, ADS issued a Request for Proposals (RFP) for the provision of OAA services to older adults and adults with disabilities for the term of July 1, 2022 through June 30, 2026. The RFP Evaluation Committee selected 21 community providers for OAA services.
ADS administers Title III-C1 Congregate Nutrition Services and Title III-C2 Home-Delivered Nutrition Services, both of which are funded by OAA.
DISCUSSION:
This ATR is necessary due to increased demand for meals in FY25-26 that could not be met with existing OAA funding; as a result, Measure K appropriation is needed to support additional meal services.
For the current fiscal year, based on current projections, $383,915 in transferred funds are allocated to current providers as follows:

The County Attorney’s Office has reviewed and approved the resolution as to form.
COMMUNITY IMPACT:
Approval of this request aligns with the County’s commitment to equitable outcomes, particularly by providing meals, nutrition education, nutrition risk screening, opportunities for socialization, and home-delivered meal services to low-income older adults, adults from minority communities, individuals with Limited English Proficiency, and individuals living in rural areas.
FISCAL IMPACT:
With the approval of this ATR, continuity of key OAA Title III-C1 and Title III-C2 services for the current fiscal year will be ensured. There is no fiscal impact associated with this ATR approval.
