Recommendation for the appointment of Troy Guy as Director to the San Mateo Resource Conservation District Board of Directors, for an initial partial term ending December 31, 2026.

BACKGROUND:
On March 8, 2022 by Resolution No. 787750, the San Mateo County Resource Conservation District changed its name to the San Mateo Resource Conservation District. The San Mateo Resource Conservation District (RCD) uses very diverse means to further resource conservation and acts as a focal point for local conservation efforts on public and private lands. The RCD collaborates with land owners and managers, technical advisors, area jurisdictions, government agencies, and others to protect, conserve, and restore natural resources. The RCD provides education and technical assistance, helps with permitting, assists with conservation planning, and implements on-the-ground projects. Subject to Division 9 of the State’s Public Resources Code, directors may serve 4-year terms and extend indefinitely until their successor has qualified.
DISCUSSION:
Troy Guy is being recommended to serve an initial partial term for a seat vacated by Rudy Espinoza who resigned mid-term. Upon approval of this appointment, this partial term will be through December 31, 2026.
Troy Guy is a resident and small business owner in Pescadero. He formerly served as a research scientist in the Pacific Northwest focusing on marine and coastal conservation, particularly fisheries and seabirds. He currently volunteers for local scientific monitoring efforts focused on the south coast, including the Beach Watch Program of the Gulf of the Farallones National Marine Sanctuary; monitoring fish populations and water quality in Pescadero Marsh for the California Department of Fish and Wildlife, California State Parks, and the Resource Conservation District; and monitoring burrow-nesting seabirds on Ano Nuevo Island with Oikonos Ecosystem Knowledge, a non-profit conservation organization.
