Adopt a resolution:
A) Adopting plans and specifications, including conformance with prevailing wage scale requirements for the Reconstruction of A Street and Second (2nd) Avenue - Colma Area; and
B) Authorizing the Director of Public Works to call for sealed proposals to be received by Thursday, June 6, 2019 at 2:30 p.m., in the office of the County Manager/Clerk of the Board of Supervisors; and
C) Authorizing the Director of Public Works to extend the call for bids and bid opening up to sixty (60) calendar days beyond the time and date originally set forth by the Board of Supervisors.

BACKGROUND:
The Department has prepared a road project list to be funded by the Senate Bill 1 (SB1) Road Maintenance and Rehabilitation Account funds allocated in FY2019-20, to be considered for approval by your Board at your May 14, 2019 Meeting. The reconstruction of A Street and Second (2nd) Avenue is a project on the SB1 project list.
DISCUSSION:
A Street, from El Camino Real to Third (3rd) Avenue and Second (2nd) Avenue, from A Street to the County/Daly City limit, are the streets and limits of work for the proposed roadway reconstruction Project. A Street, within the limits of work, has an existing continuous sidewalk on one side (north side) of the street that will remain, and the Project will include the reconstruction of the roadway with minimum 11.5-foot wide travel lanes and a 3-foot wide concrete valley gutter on the south side. Second Avenue will include the reconstruction of the roadway with minimum 13.5-foot wide travel lanes and 3-foot wide concrete valley gutters on each side. The proposed Project elements and dimensions are based on the existing field conditions, driveway access constraints, maintaining existing drainage patterns, and retaining the existing on-street parking.
The North San Mateo County Sanitation District and California Water Service Company have requested that work involving affected sanitary sewer and water facilities be performed in conjunction with this Project. The plans and specifications for the work have now been prepared and staff is recommending that your Board authorize calling for bids for the proposed work.
The Department has sent a letter to property owners along the Project limits to inform them of the upcoming road improvements to A Street and Second (2nd) Avenue.
County Counsel has reviewed and approved the resolution as to form.
Approval of this action contributes to the Shared Vision 2025 outcome of a Livable Community by improving our roads for use by the traveling public to support livable connected communities.
FISCAL IMPACT:
The estimated construction cost of the Project is $604,000. The Project will be financed as follows:
Senate Bill 1 Road Maintenance and
Rehabilitation Account (SB 1) $ 146,000.00
Half Cent Transportation Fund $ 350,000.00
Road Mitigation Fees (North County) $ 100,000.00
North San Mateo County Sanitation District* $ 5,000.00
California Water Service Company* $ 3,000.00
Total Cost $ 604,000.00
*Resolution No. 064550, executed by your Board on June 19, 2001, authorized the Director of Public Works to enter into agreements with special districts and utility companies for work less than $50,000 proposed to be done in conjunction with County road projects.
Reimbursement for the cost of performing work for the North San Mateo County Sanitation District and California Water Service Company will be through individual agreements with the utility companies.
There is no impact on the General Fund.
