Adopt a resolution authorizing the Chief of San Mateo County Health or designee to execute CalAIM contract renewals allowing additional time to add new State mandated language and fee schedules for agreements beginning on July 1, 2024.

BACKGROUND:
The Department of Health Care Services (DHCS) requires that counties include in their contractor agreements specific language related to the implementation of the CalAIM system. This change requires all contracts that have Medi-Cal services to include mandated program requirements and fee for service (FFS) language.
Behavioral Health and Recovery Services (BHRS) has continued to engage its contracted providers affected by the new CalAIM requirements by advising them about the considerable changes this will bring to their claims, reporting, and payment process. BHRS and its contractors have had to work together to determine the effect of CalAIM on each individual contract to ensure that services can continue to be provided to BHRS clients through these changes.
There are 13 contracts for providers for both Alcohol and Other Drugs (AOD) and Mental Health services that are being finalized with the agencies to incorporate CalAIM language and FFS schedule for FY 2024-25. There are no other changes to these contract renewals including funding and maximum contract amounts.
All contract renewals will be in place no later than June 30, 2024.
DISCUSSION:
BHRS is requesting that this Board authorize the Chief of San Mateo County Health or designee to execute agreements for those contracts that are currently in the process of incorporating the CalAIM language and FFS Schedule. The language and fee schedules are the same for AOD and Mental Health services contract. This signature authority will streamline the approval process for the Chief Executive’s Office, County Health, BHRS, this Board, and BHRS’ contract agencies, allowing the time needed to execute the contract renewals.
The resolution has been reviewed and approved by County Attorney as to form.
FISCAL IMPACT:
There are no changes to the maximum contract amounts and funding distribution for these contract renewals and appropriations are sufficient to support the expenditures.
