BACKGROUND:

Peregrine Technologies, Inc. (Peregrine) is a US-based company that provides a law enforcement and public safety software platform designed to centralize data from multiple disparate sources into a single, unified repository.  The platform offers interactive tools, including generative AI capabilities, that enable users to efficiently search, analyze, and visualize data in support of real-time decision-making and inter-agency collaboration.

 

Peregrine has been widely adopted by public safety agencies throughout the Bay Area. The County’s use of this platform will support the development and operation of the Real-Time Crime/Intelligence Center and enhance regional collaboration efforts aimed at improving public safety outcomes.

 

DISCUSSION:

This agreement represents the County Executive Office’s initiative to fund the initial 18 months of a 40-month agreement with Peregrine for participating law enforcement agencies. Participating agencies include the police departments of Atherton, Belmont, Brisbane, Broadmoor, Burlingame, Colma, Daly City, East Palo Alto, Foster City, Hillsborough, Menlo Park, Pacifica, Redwood City, San Bruno, San Mateo and South San Francisco, as well as the San Mateo County Sheriff’s Office and the District Attorney’s Office. Following the initial 18-month period, individual agencies may elect to continue participation by funding their respective portions of the contract costs. The Sheriff’s Office will serve as the lead agency and administer the contract during the initial 18 months.

 

The agreement includes platform licensing for all agency staff and integration with each agency’s computer-aided dispatch (CAD) data, records management system (RMS) data, digital evidence via Axon Evidence.com, the Sheriff’s Office’s jail management system (JMS), and select agencies’ Skydio drone-as-first-responder (DFR) data. The agreement also allows for additional third-party system integrations, which may be added at the expense of individual participating agencies.

 

Staff conducted due diligence by utilizing the results of the City of Alhambra’s competitive solicitation process, which was conducted in the Fall of 2024, and County Procurement has concluded that this process satisfies County requirements.

 

The County Attorney has reviewed and approved the agreement and resolution as to form.

 

The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000.

COMMUNITY IMPACT:

Approval of this agreement will benefit the community by integrating multiple sources of public safety data into a single platform, improving operational efficiency and supporting informed, data-driven policing. Residents and visitors throughout San Mateo County will benefit from enhanced coordination among participating law enforcement agencies, enabling the timely sharing of meaningful information to support public safety services. 

 

FISCAL IMPACT:

The term of this agreement is January 31, 2026, through July 31, 2027, with an option to extend the agreement for up to two additional years through July 31, 2029, for an amount not to exceed $3,386,218. The County will fund the initial 18 months of the agreement, in an amount of $1,414,500, through a Net County Cost adjustment. An Appropriation Transfer Request (ATR) will be brought to a future Board of Supervisors meeting to provide current-year appropriations. Future budget allocations will be included in the Fiscal Year 2026-27 Recommended Budget.
