BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. 

 

The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2024-25 budget cycle, divided evenly among the five supervisorial districts, for one-time district-discretionary needs and projects. District 2 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018. District 2 indicates that this organization is either a public agency operating within the county, or a nonprofit organization registered and in good standing with the California Attorney General. District 2 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.

 

PROJECT SUMMARY:

This is a request to authorize a grant to Peninsula Conflict Resolution Center and resulting grant agreement, in an amount not to exceed $10,025.30 to provide for its SHEroes for Change Neighborhood Violence Prevention Program. The County Executive’s Office will administer and manage the proposed agreement.

District-discretionary Measure K funding for this organization has previously been provided as listed below:

 

                     On June 6, 2017, the Board of Supervisors approved district-discretionary Measure K funding, in the amount of $5,000, to Peninsula Conflict Resolution Center to sponsor the 4th Annual ADRx: Bridging the Divides event.

                     On November 5, 2019, the Board of Supervisors approved district-discretionary Measure K funding, in the amount of $40,000, to Peninsula Conflict Resolution Center for implementation of the Communities In Schools (CIS) student support model in the Jefferson Elementary School District.

                     On September 15, 2020, the Board of Supervisors approved district-discretionary Measure K funding, in the amount of $18,000, to Peninsula Conflict Resolution Center to engage community residents on their experiences with racial inequities.

                     On June 13, 2023, the Board of Supervisors approved district-discretionary Measure K funding, in the amount of $30,000, to Peninsula Conflict Resolution Center, acting as the fiscal agent for Camp Unity, for facility rental fees to provide summer camp programming for lower-income San Mateo County students.

 

The Peninsula Conflict Resolution Center (PCRC) is a leading organization in dispute resolution and violence prevention in San Mateo County and oversees a diverse array of projects and campaigns aiming to bring people, groups and organizations together to address some of their most complex issues. PCRC specifically emphasizes individual leadership by supporting resident-led solutions wherever possible.

 

With this grant, via its SHEroes for Change program, PCRC will collaborate with residents, partners, law enforcement, faith leaders, schools, and nonprofits to prevent and reduce violence, especially in North Central San Mateo (NCSM). PCRC will facilitate intervention to prevent violence before it occurs while organizing partners to create pathways out of gang life and other factors contributing to violence in NCSM.

 

These funds will continue the work of the SHEroes for Change program by providing training in conflict resolution, communication, and navigating complex systems, equipping SHEroes (program participants) to address urgent issues and reduce incidents of violence in their neighborhood. PCRC hopes to eventually expand this model to other communities throughout San Mateo County.

 

PCRC additionally receives funding for the SHEroes for Change program from San Mateo County Behavioral Health and Recovery Services (BHRS).

 

This district-discretionary grant will enable the organization to meet the following currently unmet need or service gap within the County: community-driven violence prevention solutions in San Mateo.

 

District 2 has informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward. The grantee organization will use the Measure K grant as follows:

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

COMMUNITY IMPACT:

The SHEroes for Change program addresses neighborhood safety challenges faced disproportionately by immigrant families in North Central San Mateo (NCSM), a neighborhood impacted by significant socio-economic disparities stemming from the long-term and ongoing impacts of redlining, discrimination, and underinvestment.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2024-25 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2024-25 Adopted Budget.
