BACKGROUND:
Extracurricular activities play a vital role in the development and well-being of young people, providing physical, social, and emotional benefits that support long-term success. However, homeschooled and online-schooled students often face barriers to participating in these activities through public school systems.
The number of homeschooled and online-schooled students in California has increased significantly in recent years, reflecting a growing and diverse student population. Despite this growth, many of these students are not permitted to access extracurricular programs offered by public school districts, even though their families contribute to the same local and state tax base. Across the United States, many states have adopted policies that allow homeschooled students to participate in public school extracurricular activities. These policies promote inclusion, equity, and broader access to opportunities that support youth development.
The San Mateo County Youth Commission has expressed strong support for creating a framework that ensures equitable access to extracurricular opportunities for all students, regardless of how they receive their education.
DISCUSSION:
Supporting equitable access to extracurricular activities aligns with the County’s commitment to promoting opportunity, inclusion, and positive outcomes for all youth. Participation in sports, arts, and other activities fosters teamwork, leadership, physical health, and community connection.
Allowing homeschooled and online-schooled students to participate in public school extracurricular programs would remove barriers and expand access to these important opportunities. It would also ensure that all students in San Mateo County can benefit from programs that contribute to their overall growth and well-being.
This action would not mandate specific program changes at the local level but would express the County’s support for policies and frameworks that promote equitable access.
