BACKGROUND:

On March 19, 2020, after obtaining approval by the County Manager’s Office (CMO), the County entered into an agreement with LifeMoves to fund the operation of a non-congregate shelter program for adults experiencing homelessness in San Mateo County in response to the novel coronavirus (COVID-19) pandemic for a term of March 19, 2020 to June 30, 2020 for a total amount not to exceed $819,720.

 

On June 23, 2020, after obtaining approval from the CMO, the County entered into a new agreement with LifeMoves to continue services from July 1, 2020 through September 30, 2020 for a total obligation amount not to exceed $500,000.

 

On September 15, 2020, after obtaining approval from the CMO, the County amended the agreement with LifeMoves to continue these services for a term of July 1, 2020 through December 31, 2020 and for a total amount not to exceed $1,855,334.

 

DISCUSSION:

Clients served by the Off-site Temporary Shelter Program are vulnerable individuals who are experiencing homelessness who are at risk for developing severe complications if they were to contract COVID-19. This program enables clients to shelter safely in an individual hotel room. It also allows the existing adult shelter programs to maintain a reduced number of clients on site at the shelters in order to maintain social distancing. Clients enrolled in the Off-Site Temporary Shelter Program receive case management services from one of the adult shelter providers: LifeMoves Maple Street, Project WeHOPE, or Samaritan House Safe Harbor. The Off-Site Temporary Shelter Program generally serves about 94 individuals at a time, although the program can expand and contract based on various factors, including the capacity at other shelter programs.

 

This agreement adds a new funding source to continue operations of the Off-Site Temporary Shelter Program, which provides non-congregate shelter to vulnerable people experiencing homelessness in San Mateo County in order to provide safe sheltering during the COVID-19 pandemic, and extends these services for the period of January 1, 2021 through August 31, 2021.

 

The resolution contains the County’s standard provisions allowing amendments of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

This agreement and resolution have been reviewed and approved by County Counsel as to form.

FISCAL IMPACT:

This agreement is 100% funded through the California Homeless Emergency Aid Program (HEAP) funds. The term of this agreement is from January 1, 2021 through August 31, 2021. Budgetary appropriation for this agreement will be included in the revised FY 2020-21 budget and the FY 2021-22 recommended budget.
