Recommendation for the following appointment and reappointments to the Independent Civilian Advisory Commission on the Sheriff’s Office (ICAC or Commission):

 

A)                     Appointment of David Satterwhite, representing Sheriff’s Nominee, for an initial partial term ending June 30, 2028; and

 

B)                     Reappointment of Reginald Duhe, as Supervisorial District 1 member, for a first full 3-year term ending June 30, 2029; and

 

C)                     Reappointment of Rob Silano, as Supervisorial District 4 member, for a first full 3-year term ending June 30, 2029; and

 

D)                     Reappointment of Kalimah Salahuddin, as Supervisorial District 5 member, for a first full 3-year term ending June 30, 2029; and

 

E)                     Reappointment of Shirley Melnicoe, as At-Large Member, for a first full 3-year term ending June 30, 2029; and

 

F)                     Reappointment of Alexis Lewis, as At-large Alternate, for a first full 3-year term ending June 30, 2029.

BACKGROUND:

On December 12, 2023, this Board adopted Resolution No. 080067 establishing the ICAC, consisting of seven voting members, two alternate members, and one non-voting representative designated by the Youth Commission.  The following members are appointed by a majority vote of the Board of Supervisors and serve at the pleasure thereof:

                     One member nominated by each Supervisor and residing in their District;

                     One member nominated by the Sheriff; 

                     One member and two alternates nominated by the two Board of Supervisors members who serve as liaisons to ICAC.

For the initial appointment of members, four members and one alternate were appointed to serve two-year terms, and three members and the other alternate were appointed to serve three-year terms. Thereafter, all terms are for three-years. Upon the conclusion of a term, a member may be considered for reappointment by the Board of Supervisors, subject to a maximum of four full three-year terms. This limit shall not include partial terms to which a member may be appointed at the beginning of their service, including those members initially appointed to two year terms.

DISCUSSION:

 

David Satterwhite is being nominated by Sheriff Binder for Board consideration as the Sheriff-nominated representative, a seat formerly held by Mike Fisher who resigned mid-term. Upon approval, David Satterwhite will serve the remaining partial term ending June 30, 2028.

 

The above-recommended reappointments reflect as first full terms on ICAC effective July 1, 2026 through June 30, 2029. Rob Silano, Kalima Salahuddin, Shirley Melnicoe, and Alexis Lewis were appointed to ICAC as four of its first members, each appointed for an initial partial 2-year term effective July 1, 2024 through June 30, 2026. In September 2025, Dr. Reginald Duhe was appointed to fill a remaining partial term through June 30, 2026. Per Resolution establishing ICAC, initial partial terms are excluded from term limits for service, including those initially appointed to a 2-year term.

 

Sheriff’s Nominee David Satterwhite has spent his adult life building a career and raising a family in San Mateo County.  He brings more than 30 years of executive leadership experience. He has served as Chief Executive Officer, Chief Revenue Officer, board advisor, and senior executive for multiple technology companies, helping organizations scale, strengthen accountability, develop leaders, build healthy cultures, and navigate complex operational challenges. His experience includes working closely with boards of directors, leadership teams, employees, investors, and other stakeholders in environments where transparency, sound decision-making, and organizational trust were essential to success.

 

Mr. Satterwhite has also been actively involved in community and volunteer activities, including service on the Board of Directors for Odyssey Middle School, coaching youth sports, supporting local schools, and participating in music at his local church. Mr. Satterwhite brings to the Independent Civilian Advisory Commission a deep connection to San Mateo County, extensive executive leadership, board, and governance experience, and a commitment to thoughtful, fact-based dialogue that supports public trust, accountability, and constructive engagement between the Sheriff's Office, County leadership, and the communities they serve.

 

Supervisorial District 1 representative Dr. Reginald Duhe is a Business Professor at Santa Clara University, and has previously served on several civic committees, including the San Mateo Civil Grand Jury, City of Millbrae Senior Advisory Committee, the Millbrae Anti-Racist Coalition, and the Peninsula Conflict Resolution Center.

 

Supervisorial District 4 Member Rob Silano resides in Menlo Park.  He is retired with over 40 years’ experience in public safety with the Northern California Regional Intelligence Center and the Drug Enforcement Agency. He is currently a Director of the Menlo Park Fire Protection District and Executive Board Member of the Fire Districts Association of California. He holds a Bachelor of Science and a Master’s from Florida International University, both in Administration Management of Education and Criminal Justice

 

Supervisorial District 5 Member Kalimah Salahuddin lives in Daly City. She is the DEI Community Programs Manager at Exelixis, a Trustee for the Jefferson Union High School District, a member of the Housing Leadership Council, the Reach Coalition, Caminar, and the San Mateo County Juneteenth Committee.

 

At-Large Member Shirley Melnicoe resides in San Mateo. She is retired and formerly served as the first Reentry Coordinator for San Mateo County as well as Executive Director of the Northern California Service League. She holds a Bachelor of Arts in Criminology from U.C. Berkeley and a Master’s in Public Administration for the University of Southern California.

 

At-Large Alternate Alexis Lewis resides in San Mateo. She retired from the biotech industry and is an active community leader.  She is a member of the San Mateo branch of the NAACP, where she serves on the Executive Committee, a member of the Foster City Association of Black Residents, and an elected member of the San Mateo County Democratic Central Committee.
