BACKGROUND:

San Mateo County’s Navigation Center is a key component to the County’s plan to reach a functional zero level of homelessness; that is, to offer every unsheltered person who chooses assistance a bed or unit in an emergency shelter, temporary housing, or permanent housing. The Navigation Center provides 240 temporary safe living spaces to individuals and couples experiencing homelessness in San Mateo County. Services are provided onsite and include intensive client-centered and housing-focused case management designed to help clients find and maintain permanent housing.

 

In September 2021, the Human Services Agency (HSA) issued a Request for Proposals (RFP) to identify a provider to operate and deliver non-congregate homeless services at the Navigation Center, and the non-profit LifeMoves was selected based on their experience providing shelter services, and overall program approach as outlined in the RFP evaluation criteria.

 

On October 18, 2022, by Resolution No. 079229, this Board entered into an agreement with LifeMoves to provide non-congregate shelter services and operate the Navigation Center for the term of October 18, 2022, through June 30, 2027, for a total obligation amount not to exceed $22,985,417

 

On August 23, 2023, HSA amended the agreement to address the temporary circumstances of the Navigation Center’s elevator not yet being permitted for use, such that the County intended to undertake health and/or mobility determinations for some shelter clients to be placed in second and third-floor units at the Navigation Center.

 

On June 10, 2025, by Resolution No. 081267, this Board authorized a second amendment to the agreement to add $565,900 to increase the total obligation to an amount not to exceed $23,551,317 and to make several budget and operational changes.

 

On February 10, 2026, HSA entered a third amendment to the agreement to update the annual spending budget in Exhibit B1-Budget Section 1 for the Fiscal Year 2025-2026 and 2026-2027 and updated allocation of funding by expense category.

 

DISCUSSION:

HSA is proposing the County further amend its agreement with LifeMoves at the Navigation Center to add funding for Cost of Living adjustments of $49,330 ($24,665 per fiscal year: FY 25-26 and FY 26-27) to increase the total obligation amount not to exceed $23,600,647, update County and Contractor contact information and update Exhibit B1- Budget Section 1. Under this agreement LifeMoves will continue to provide 24/7 staffing of the program, housing-focused case management, coordination of intensive on-site services, and support connecting clients to other services that will help them achieve permanent housing.

 

The agreement and resolution have been reviewed and approved by County Attorney as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

It is anticipated for the term of this contract that 40% of adult households leaving the program will exit to a permanent housing situation, and 30% of the adult households who exit, as well as adult households who stay more than 12 months, will increase their employment income.

COMMUNITY IMPACT:

The Navigation Center program addresses the urgent needs of unhoused adults. The Navigation Center provides a safe and supportive environment for people experiencing homelessness to stabilize, minimize trauma, and work towards transitioning to permanent housing. By assisting a vulnerable and underserved community, many of whom are people of color, the program helps address systemic inequities and barriers to housing.

 

FISCAL IMPACT:

The term of this amendment is from October 18, 2022 to June 30, 2027. The amendment increases the agreement by $49,330, for a revised total not to exceed $23,600,647. Funding for this amendment is provided by Measure K sales and use tax revenue. Budget appropriation for this agreement is included in the FY2025-26 Adopted Budget and future years will be incorporated through annual budget process. There is no new Net County Cost associated with this item.
