Subject: Service Agreements with Various Service and Maintenance Firms

Adopt a resolution authorizing and directing the President of the Board of Supervisors to execute agreements with the following service and maintenance firms, each for the term of June 23, 2026 through June 22, 2031, in a total aggregate amount not to exceed $2,875,000:
A) Three Cord Enterprises dba Air Doctor, for dryer duct maintenance and repair services, in an amount not to exceed $375,000; and
B) MPO Group LLC dba Maxx ECO Wash, for pressure washing services, in an amount not to exceed $2,000,000; and
C) Able General Engineering, Inc. for sewer repair and maintenance services, in an amount of $500,000.

BACKGROUND:
The Department of Public Works (“Department”) maintains on-call and regular service and maintenance agreements with various firms with subject matter knowledge to help expedite necessary work on County-owned facilities and Department-managed Capital Projects.
DISCUSSION:
The Department will require the use of subject matter expertise to provide repair, replacement, maintenance, and regularly scheduled inspections for County-owned and maintained facilities, as well as for proposed new Capital Projects and other projects as needed.
Proposals were solicited from firms with expertise in dryer duct maintenance and repair services, pressure washing services, and sewer repair and maintenance services. The solicitations were published through the County’s e-Procurement system.
The Department received proposals from four firms for dryer duct maintenance and repair services, three firms for pressure washing services, and two firms for sewer repair and maintenance services. Department staff reviewed the submittals for completeness and qualifications. Based on the results of the review, the Department is recommending that the firms listed in Exhibit “A” be retained to provide the services as stated.
The service agreements (“Agreements”) will each include a term of June 23, 2026 through June 22, 2031 and have a total aggregate maximum fiscal obligation of $2,875,000, broken down as follows:
• Dryer duct maintenance and repair services in an amount not to exceed $375,000;
• Pressure washing services in an amount not to exceed $2,000,000; and
• Sewer repair and maintenance services in an amount not to exceed $500,000.
Firms will be selected by the Department for specific projects and Task Orders will be issued to the firms. The Task Orders will detail the requirements of the project, including a detailed scope of work and a not-to-exceed amount. Fees for individual Task Orders for specific projects or the sum of the fees for the various individual Task Orders, should the firm be assigned to more than one project, will not be greater than the not-to-exceed amount of the agreement.
The County Attorney has reviewed and approved the resolution and Agreements as to form.
COMMUNITY IMPACT:
Having maintenance and repair companies readily available ensures uninterrupted public services, prevents costly emergency repairs, and protects the County’s infrastructure. This proactive approach supports local economies, enhances public safety, and guarantees that vital community facilities remain functional and accessible.
FISCAL IMPACT:
The total maximum fiscal obligation is $375,000 for dryer duct maintenance and repair services, $2,000,000 for pressure washing services, and $500,000 for sewer repair and maintenance services, for a total maximum fiscal obligation of $2,875,000, sufficient funds for which are available in the FY 2026-27 Recommended Budget and additional funding will be included in future fiscal year recommended budgets.
There is no additional impact to the General Fund.
