B)                     The Parks Director, or the Parks Director’s designee, to execute further amendments to the Agreement to modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or to modify the Agreement’s terms and/or services, so long as the modified term(s) and/or services is/are within the current or revised fiscal provisions.

BACKGROUND:

The San Mateo County Parks Department (“Department”) manages 24 parks, recreation areas, and regional trails that comprise over 16,000 acres of land, approximately 200 miles of trail, ten playgrounds, nine campgrounds, three regional trails, one marina, tidepools, and numerous picnic and reservation areas. The diversity of park settings and facilities allow for a variety of recreational opportunities including hiking, walking, running, horseback riding, dog walking, cycling/mountain biking, camping, birdwatching, picnicking, playing on playgrounds, and more. In order to be effective stewards of the parks, the Department regularly maintains and improves park facilities and infrastructure, including by conducting repairs to trails, culverts, parking lots, and other facilities that require earthwork, grading, and paving services. 

 

To expedite the completion of projects throughout the parks system, the Department engages qualified contractors to provide various on-call services. Most recently, in May 2023, the Department completed a formal procurement process through which it contracted with 12 qualified contractors to provide 17 categories of on-call professional construction, maintenance, and support services. This included an agreement with Bragato Paving Co., Inc. (“Bragato”) for the provision of on-call earthwork, grading, and paving services, for a term of May 23, 2023, to May 22, 2026, and for an amount not to exceed $300,000. 

 

DISCUSSION:

The 2023 winter storms heavily impacted many trails, parking lots, and roads throughout the parks system. Storm events damaged infrastructure including pavement dislodged by uplifted tree roots, accelerated degradation of culverts and drainage features along roads and trails, and washed-out trails and roads due to oversaturation of the ground. As a result, the Department had to implement a significant number of projects involving the earthwork, grading, and paving services provided by Bragato.

 

The Department therefore seeks to amend its existing on-call services agreement with Bragato to increase the not-to-exceed amount by $300,000, to a new total of $600,000. All other terms and provisions of the Agreement as amended will remain unchanged.

 

Should the Board authorize the proposed amendment of this on-call agreement, the Department will be able to continue to expedite completion of various high priority projects requiring earthwork, grading, and paving services and enable to the Department to improve facilities and infrastructure, enhance services provided to visitors, and steward park resources.

 

The County Attorney’s Office has reviewed and approved the resolution and agreements as to form.

FISCAL IMPACT:

Sufficient Measure K appropriations are included in the Department’s FY 2023-24 Adopted Budget and will be included in future budgets. Future projects and task orders will be budgeted for accordingly. At this time, there is no impact to Net County Cost.
