Adopt a resolution authorizing an agreement with Andrade Inc. for transitional residential mental health services for the term of July 1, 2024, through June 30, 2026, in an amount not to exceed $810,000.

BACKGROUND:
Behavioral Health and Recovery Services (BHRS) has contracted with MAR-RIC Transitional and Recovery Facility (MAR-RIC) since February 2002. MAR-RIC provides transitional residential services to individuals who (1) are transitioning from locked facilities or psychiatric inpatient units to a lower level of care, or (2) would otherwise require locked facility placement.
Casa de Luz operates a board and care (B&C) facility for difficult-to-place clients and provides augmented services for seriously mentally ill clients who require a higher level of supervision and services. Examples of these higher-level services include intensive mental health services, social skills training, and assistance with daily living activities.
DISCUSSION:
Under this agreement, services for MAR-RIC and Casa de Luz will be integrated under their parent company, Andrade, Inc. MAR-RIC and Casa de Luz shall continue to provide up to eight (8) beds per month for individuals who are transitioning from locked facilities or psychiatric inpatient units or individuals who would otherwise require locked facility placement. Services through this agreement offer an alternative for clients to remain in the community and out of a more restrictive and more expensive locked facility placement. MAR-RIC and Casa de Luz shall provide room and board, 24/7 supervision, medication assistance, medical and psychiatric care, individual and group therapy, and general support and assistance services to San Mateo County clients.
This contract is exempt from the competitive procurement process due to the needs of the clients served by B&C facilities, the uniqueness of the local B&C market, and the B-1 Administrative Memo exception for Housing Services and Related Supports.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement and resolution have been reviewed and approved by County Attorney as to form.
BHRS provides a range of services to promote wellness and recovery, and to support consumers remaining in the lowest possible level of care. The provision of transitional residential mental health services to seriously mentally ill adults is one established level of care. It is anticipated that 40% of all discharged clients will be maintained at current level of care, or discharged to a less restrictive, or independent level of care.

EQUITY IMPACT:
This contract will positively impact a critically undeserved community of behavioral health clients (25% LatinX, 25% Asian/Pacific Islander, 5% Black, 3% Mixed Race) who have severe mental illness and need a residential placement. Residential providers such as Andrade Inc. are a vital resource for housing such individuals. This Agreement with Andrade Inc. affords these individuals an ability to step down from higher acute, more costly levels of care to a community placement. This provider is committed to serving this population and supporting them with being successful while living in a community setting.
FISCAL IMPACT:
The term of the agreement is July 1, 2024, through June 30, 2026. The amount of the agreement is not to exceed $810,000 for the two-year term. Of that amount, $405,000 is included in the BHRS FY 2024-25 Recommended Budget. It is anticipated that $131,400 will be funded by sales tax through Realignment, $259,000 will be funded by Mental Health Services Act, and the remaining $14,600 will be funded by Net County Cost. Similar funding arrangements will be in place for FY 2025-26. The payment provisions and levels of service in this agreement remain essentially the same as those of the prior agreement.
