Measure K: Adopt a resolution authorizing an amendment to the agreement with StarVista to provide educational support services to current San Mateo County foster youth, increasing the amount by $309,000 for a new total amount not to exceed $927,000, with an amended term of September 1, 2018 through August 31, 2021.

BACKGROUND:
The Human Services Agency’s (“HSA”) Children and Family Services (“CFS”) branch is committed to enhancing the well-being of children, adults, and families by providing professional, responsive, caring, and supportive services. CFS offers a wide range of programs designed to provide current and former foster youth/young-adults with the skills and supports they need to successfully transition into adulthood.
In March 2013, CFS established a Foster Youth Education and Employment Services program to help foster children that are in primary and secondary education ensure their successful enrollment in and completion of post-secondary education. Through the implementation and delivery of this program, CFS has identified a greater need for more focused employment and educational services for current and former foster youth. This agreement with StarVista specifically aims to provide educational services to San Mateo County primary school age foster youth grades Kindergarten through 8th grade.
On September 4, 2018, by Resolution 076129, this Board authorized and entered into an agreement with StarVista to provide educational support services for the term of September 1, 2018 through August 31, 2019, in an amount not to exceed $309,000.
On September 17, 2019, by Resolution 076920, this Board authorized and entered into an amendment to the agreement with StarVista to add $309,000 in funding and extend the term one year for a revised end date of August 31, 2020.
DISCUSSION:
The current agreement with StarVista provides specific educational supports for current foster youth in grades Kindergarten through 8th grade to ensure their promotion to the next grade level and, subsequently, their graduation from high school, college matriculation and graduation (or vocational training), and stable employment with earned income, one of the many hallmarks of a successful transition into adulthood. The proposed amendment would add funds and extend the current agreement term through August 31, 2021.
County Counsel has reviewed and approved the amendment and resolution as to form.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 in aggregate.

FISCAL IMPACT:
This amendment is 100% funded through Measure K sales and use tax. Appropriation
of this funding is included in the FY 2020-21 Approved Recommended Budget and will
be included in the FY 2021-22 Recommended Budget.
