Adopt a resolution authorizing an amendment to the agreement with Victor Treatment Center, Inc., for the provision of mental health services, increasing the amount by $30,000 to an amount not to exceed $130,000.

BACKGROUND:
On May 10, 2016, the Chief of the Health System approved an agreement with Victor Treatment Center, Inc., to provide mental health services, for the term July 1, 2016 through June 30, 2017, in an amount not to exceed $100,000.
DISCUSSION:
Victor Treatment Center, Inc., provides a full range of mental health services, which include: rehabilitation, medication support, case management and crisis intervention, and long term care.
It is now necessary to amend this agreement due to a higher than expected number of clients receiving services. This amendment increases the contract amount by $30,000, to an amount not to exceed $130,000 with no change to the agreement term.
The amendment and resolution have been reviewed and approved by County Counsel as to form. The amendment is late due to late submission of invoices.
Approval of this amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by providing mental health rehabilitative services for the treatment of severely mentally ill clients. It is anticipated that 86% of clients that receive services shall remain at the current or lower level of care.

FISCAL IMPACT:
The term of the amended agreement is July 1, 2016 through June 30, 2017. The amount of the agreement is not to exceed $130,000. The amendment increased the contract amount by $30,000. Of that amount, $30,000 is included in the BHRS FY 2016-17 Final Budget. Of the increase, $15,000 will be funded by Federal Financial Participation, $12,000 will be funded through the 2011 Realignment for Early Periodic Screening Diagnosis Treatment, and $3,000 is Net County Cost.
