BACKGROUND:

The Technology Services Department (TSD) is responsible for managing the acquisition and updates of County’s Aerial Imagery dataset, a critical resource that provides detailed visual representations of both current and historic conditions. High-quality imagery supports essential business processes and public safety operations across multiple departments and programs, including the Assessor’s Office, the Department of Emergency Management, the Department of Public Works, the Parks Department, Planning and Building Services, and Public Safety Communications.

 

On March 27, 2024, TSD released a Request for Proposals (RFP), RFP# ISD-20241892, seeking proposals for Integrated Aerial Imagery and Online Viewer Solution Services. Five (5) proposals were received and the proposal for EagleView Technologies Inc. was identified as the most suitable for the County.

 

DISCUSSION:

As the County increases its reliance on accurate geospatial data to support operations, the need for current, high-quality aerial imagery continues to expand. The imagery data acquired through this agreement will lower the cost of developing mapping applications, provide a consistent reference source for multiple departments, and create efficiencies in public safety and public outreach activities. Critical business processes across the Assessor’s Office, Planning and Building, Public Works, Parks, Public Safety Communications, and the Department of Emergency Management depend on updated imagery to maintain parcel mapping, conduct inspections, manage assets, support 9-1-1 call response, and strengthen disaster response planning.

 

The finalization of the agreement has been delayed by more than a year due to extensive negotiations over multiple redlines in the County’s contract template by the Eagleview Technologies, Inc. legal team. Both the County and vendor engaged in a thorough review process to address the legal, commercial, and operational concerns, which required several rounds of revisions to ensure alignment on all key terms.

 

TSD is seeking approval from your Board to execute an agreement with EagleView Technologies, Inc. to provide the County with Integrated Aerial Imagery and Online Viewer Solution Services.

 

The County Attorney’s Office has reviewed and approved the resolution and agreement as to form.

 

This resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

Approval of this Agreement will improve the County’s ability to make informed data-driven decisions utilizing up-to-date aerial imagery, which enhances the efficiency and effectiveness of various services and programs.

This resource benefits all County residents, particularly those in vulnerable or underserved areas, by ensuring efficient service delivery, emergency response, and community engagement.

 

FISCAL IMPACT:

The term of this agreement is from January 13, 2026, through January 12, 2031. The total not to exceed amount for this agreement is $297,920. Funding for this contract is included in TSD’s FY 2025-26 Adopted Budget and will be included in future budgets. The ongoing cost is included in the Core IT service charges distributed to County departments.
