Adopt a resolution:
A) Adopting plans and specifications, including conformance with prevailing wage scale requirements, for the Maguire Correctional Facility Elevators 1 through 4 Modernization Project; and
B) Authorizing the President of the Board to execute an agreement with San Francisco Elevator Services, LLC for the Maguire Correctional Facility Elevators 1 through 4 Modernization Project in the amount of $3,997,000; and
C) Authorizing the Director of Public Works to execute subsequent change orders to grant time extensions for project completion and payment up to a maximum aggregate amount not to exceed $399,700, or 10 percent of the agreement amount and a $160,000 allowance for refurbishment of the elevator cab interiors; and
D) Authorizing the Director of Public Works to approve payment up to the not-to-exceed amount of $4,556,700 for the Maguire Correctional Facility Elevators 1 through 4 Modernization Project.

BACKGROUND:
In 2023, an elevator vertical maintenance and performance audit was performed by Vertical Transportation Excellence (VTX) on all seven elevators in the County of San Mateo’s Maguire Correctional Facility. The audit assessed the adequacy of maintenance and repair; appearance of the equipment; measured and evaluated the performance of the elevators for comparison to original equipment operating requirements with established industry standards for equipment of this type, age, and usage. The audit determined that Elevators 1 through 4 were operating beyond their designed service life, performing below industry standards, and recommended they be modernized.
VTX, an on-call elevator consultant for the Department of Public Works, performed a design survey for the development of construction documents for the modernization of the four elevators. Subsequently VTX designed and prepared construction documents for the San Mateo County Maguire Correctional Facility Elevators 1 through 4 Modernization Project (Project) for public bidding and construction. The proposed Project consists of the renovation and modernization of four traction elevators with related electrical and mechanical system upgrades and other specified work. The construction documents were reviewed by the County’s Planning and Building Department and the necessary permits have been issued.
DISCUSSION:
On March 19, 2025, the Department of Public Works (Department) issued a solicitation through publication twice in a weekly local newspaper of general circulation in San Mateo County, the Department’s website, and the County’s e-Procurement system.
On April 3, 2025, the Department held a mandatory pre-bid meeting for construction of the proposed Project.
On May 2, 2025, sealed bids were submitted through the County’s e-Procurement system and a notice was subsequently released identifying all bids received. The bid of:

at $3,997,000 was the lowest responsible bid received for the work. The Engineer’s Estimate was $3,400,000. A summary of the bids received is attached as Exhibit A.
The County Attorney has reviewed and approved the resolution and agreement as to form.
COMMUNITY IMPACT:
Modernization of the elevators in the Maguire Correctional Facility ensures accessibility for people with mobility limitations by incorporating the latest Americans with Disabilities Act (ADA) compliant features, improving safety for all passengers through updated technology, and providing a more comfortable and reliable ride experience for everyone using the building, thus promoting access to different levels of a building.
FISCAL IMPACT:
The Department has sufficient appropriations in the FY 2024-25 Adopted Budget for the Project. There is no additional impact to the General Fund.
