Adopt a resolution authorizing an agreement with Lakeview Lodge, Inc. to provide residential long-term care services for the term of July 1, 2018 through June 30, 2021, in an amount not to exceed $800,000.

BACKGROUND:
The San Mateo County Public Guardian (PG) is required to place conservatees in the lowest level of care that is appropriate for the conservatees’ needs. Lakeview Lodge, Inc., is a board and care facility in San Mateo County that is successfully caring for PG’s difficult-to-place conservatees with challenging behavioral issues. This facility offers a community environment where conservatees can thrive while receiving specialized assisted living services based on each conservatee’s individualized needs. Without the services provided through Lakeview Lodge, Inc., these conservatees would need to be placed in a locked facility such as a skilled nursing facility or an acute psychiatric facility.
Since December 1985, your Board has approved resolutions authorizing expenditures for various residential care facilities serving mentally ill clients.
DISCUSSION:
Approval of this agreement allows conservatees currently residing at Lakeview Lodge, Inc. to remain at the facility. The agreement also provides the opportunity for the Health System to place additional conservatees or non-conserved clients at Lakeview Lodge, Inc., when appropriate for their specific needs.
Under the County’s B-1 Administrative Memorandum, the selection of providers for residential services for mental health clients is exempt from the Request for Proposals requirement.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement and resolution have been reviewed and approved by County Counsel as to form.
This agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing at-risk individuals - i.e. conservatees - with non-medical custodial residential care home facility services and remain in the most independent setting possible. It is anticipated that 100% of clients residing in this facility will be provided with assistance with prescribed medication as ordered by their physician.

FISCAL IMPACT:
The term of this agreement is July 1, 2018 through June 30, 2021. The amount of the agreement is not to exceed $800,000 and will be funded from Net County Cost. The payment provisions and levels of service in this contract are essentially the same as the prior contract. Funds for these services are included in the AAS FY 2018-19 Recommended Budget. Similar arrangements will be made for future impacted budgets.
