B) Advertising for bids on the Lifeline Transportation Program Cycle 7 Project and report back to the Board of Supervisors with recommendations on awarding a contract.

BACKGROUND:
On October 22, 2024 the Board of Supervisors adopted Resolution No. 080715, which authorized the Director of Public Works to execute a Memorandum of Understanding (MOU) between the County of San Mateo and the San Mateo County Transit District for the passthrough of $575,200 from the Lifeline Transportation Program Cycle 7 awarded by the City and County Association of Governments of San Mateo County to the County of San Mateo for the North Fair Oaks Community Connections Project. The MOU was subsequently executed on November 13, 2024.
The Lifeline Transportation Program (LTP), established by the Metropolitan Transportation Commission, funds operation and construction of capital projects that improves mobility for low-income residents in the San Francisco Bay Area.
DISCUSSION:
The Lifeline Transportation Program Cycle 7 Project (Project) will include upgrading Americans with Disabilities Act (ADA) curb ramps to current standards and installing curb extensions, high visibility crosswalks, bicycle sharrows, and signage to provide pedestrian and bicycle improvements. These improvements will enhance accessibility for and visibility of pedestrians and bicyclists. Other improvements include pavement repairs and micro surfacing to improve roadway conditions. A project location map identifying the streets with proposed surface treatments and ADA ramp improvements is attached as Exhibit A to the resolution.
The Department of Public Works (Department) is working to finalize the construction documents for the pedestrian and bicycle improvements in accordance with the goals and objectives stated in the LTP Cycle 7 Grant application. Once finalized, the Department will advertise for bids. This Board has previously approved the use of this “streamlined” process to shorten the time required to award a contract in order to maximize use of the construction season. The Department recommends that the Board of Supervisors authorize the Department to complete the Project plans and specifications and bid the Project. In a subsequent Board action, the Department will present the plans and specifications for this Board’s adoption and recommend award of the Project to the lowest responsible bidder.
The County Attorney has reviewed and approved the resolution as to form.
COMMUNITY IMPACT:
The Department is committed to fostering access to reliable infrastructure for all residents and visitors. This Project will implement pedestrian and bike improvements in the North Fair Oaks Area, which will improve mobility for various modes of transportation and the roadway conditions for the community. These improvements enhance the transportation system for a wide range of users, reinforcing the Department’s dedication to building resilient and useful public infrastructure.
FISCAL IMPACT:
The estimated construction cost of the Project is $725,000. The Project will be financed as follows:

Senate Bill 1 Road Maintenance and Rehabilitation
Account Funds $ 149,800
Total Estimated Cost $ 725,000
There is no impact to the General Fund.
