Adopt a resolution authorizing an amendment to the district-discretionary Measure K grant agreement with Empowerment Through Action at Hillsdale, extending the term through December 31, 2025 and replacing stipend budget items with direct funding for garden materials with no change to the not-to-exceed amount of $19,500, and authorizing the County Executive, or designee, to execute the amendment.

BACKGROUND:
On December 10, 2024, the County and Empowerment Through Action at Hillsdale (“ETA”) entered into a Measure K Grant Agreement (“Agreement”) to provide one tuff shed and three lead positions for the 2024-25 school year for Peace Pantry, Community Garden, and Community Closet in an amount not to exceed $19,500 for the term December 10, 2024 to July 31, 2025.
DISCUSSION:
ETA has requested an amendment to the agreement to extend the term through December 31, 2025 and to replace stipend budget items with direct funding for garden materials. To date, ETA has purchased a new Tuff Shed using Measure K grant funds. The Tuff Shed stores critical infrastructure for ETA’s Peace Pantry, including tables, mobile carts, signage, cleaning supplies, canopies, and other items.
In addition to the Tuff Shed, the original Agreement includes funding to provide stipends to compensate three adult leads for Peace Pantry, Community Garden, and Community Closet. However, since the execution of the Agreement, ETA has received funding from the San Mateo Union High School District to cover the cost of these stipends. This contract amendment would, in lieu of funding for stipends, make funds originally allocated available to allow ETA to continue to develop ETA’s Alameda parking lot as a hub for resources (Community Closets, Community Garden and Peace Pantry) to ensure that that ETA can support vulnerable students and families who are struggling with the high cost of living and food insecurity. The funds will allow ETA to expand its Community Garden to increase the organic fruits and vegetables ETA provides to families weekly at its Friday Peace Pantry.

The County Attorney’s Office has reviewed and approved the proposed amendment to the agreement and the accompanying resolution as to form.
EQUITY IMPACT:
ETA’s Peace Pantry, Community Garden, and Community Closet programs provide essential goods to low-income families in San Mateo experiencing food insecurity and economic insecurity. The majority of students and families served identify as Latinx and reside at Hillsdale Garden Apartments, Los Prados Neighborhood apartments, and other nearby apartment communities. By increasing ETA’s capacity to produce fresh fruits and vegetables, this grant will reduce food insecurity and financial strain on these families, who are often new to the country and District 2.
FISCAL IMPACT:
There is no fiscal impact to the County from this amendment to the agreement. Sufficient Measure K funds are budgeted in the Non-Departmental Services FY 2024-2025 Adopted Budget.
