BACKGROUND:
The Human Services Agency’s (HSA) Children and Family Services (CFS) branch is committed to enhancing the well-being of children, adults, and families by providing professional, responsive, caring, and supportive services. In March 2013, CFS established a Foster Youth Education and Employment Services program to help foster children that are in primary and secondary education ensure their successful enrollment in and completion of post-secondary education.
On June 15, 2022, HSA issued a Request for Proposals (RFP) to identify providers of employment and educational support services for current and former foster youth/young adults. Pivotal Connections (Pivotal) was selected to provide educational support services for secondary school aged youth in grades 9th through 12th based on their experience and program approach as outlined in the RFP criteria.
DISCUSSION:
HSA recommends entering into an agreement with Pivotal to provide comprehensive education support services to San Mateo County foster youth to ensure their graduation from high school, college matriculation and graduation (or vocational training) and, ultimately, stable employment with earned income, one of the hallmarks of a successful transition into adulthood. Under this agreement, Pivotal will provide planning, coaching, and college preparation to participants. In addition to working with participants to set and meet educational goals, Pivotal will also engage participants’ families, and caregivers, through monthly face-to-face meetings in support of reaching their goals.
The agreement and resolution have been reviewed and approved by the County Attorney as to form.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in the aggregate).
It is anticipated for FY 2022-23 that 90% of participants who have acquired a high school diploma or equivalent, will enroll in a two or four-year college or vocational school and 90% of enrolled or exiting participants, or their family, will report satisfaction or greater with the services received (based on a quarterly survey). These measures are anticipated to increase to 92% in FY 2023-24 and 95% in FY 2024-25 respectively.

FISCAL IMPACT:
This term of the agreement is October 1, 2022 through September 30, 2025, for a total obligation amount not to exceed $800,010. This agreement is anticipated to be funded 100% through Child Welfare Services Measure K funding. Funds for these services are included in the FY 2022-23 Recommended Budget. Similar arrangements will be used for FY 2023-24 and FY 2024-25 budget years.
