RECOMMENDATION:

title

Adopt a resolution authorizing an amendment to the agreement with the California Department of Public Health to provide HIV care services, increasing the amount by $294,752 to an amount not to exceed $1,889,430 with no changes to the term.

body

BACKGROUND:

The San Mateo County Public Health STD/HIV Program (STD/HIV Program) provides a continuum of services, which include outpatient ambulatory/medical care services, psychosocial care services, housing-related services, substance abuse services, food, education, prevention and surveillance services, and is the main provider of HIV/AIDS services for San Mateo County residents affected by HIV/AIDS and their families. The California Department of Public Health (CDPH) provides partial funding for outpatient/ ambulatory medical care, medical transportation, and outreach services.

On September 17, 2019, your Board approved an agreement with CDPH for $1,594,678 funding to provide these services.

DISCUSSION:

On February 4, 2022, CDPH authorized an increase in funding to the County in the amount of $294,752 due to an increased availability in grant funding. The increase in funding will be utilized to cover expenses for 0.25 full-time equivalent (FTE) physician, 0.67 FTE staff nurse, 0.59 FTE of a patient services assistant, medical transportation for clients of the program, and miscellaneous client service costs.

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

The agreement and resolution have been reviewed and approved by County Attorney as to form.

Approval of this amendment contributes to the Shared Vision 2025 Outcome of a Healthy Community by providing HIV/AIDS ambulatory/outpatient medical care, and prevention and surveillance services to individuals affected by HIV/AIDS.

It is anticipated that the viral load of 90% of clients receiving services will decrease or remain undetectable as a result of the medical and psycho-social services received.

PERFORMANCE MEASURE:

FY 2022 -23  Estimated

FISCAL IMPACT:

The term of the amended agreement is April 1, 2019, through March 31, 2024. This amendment increases the agreement by $294,752. The amount of the agreement is not to exceed $1,889,430 for the five-year term, of which $321,353 is included in the Public Health, Policy and Planning FY 2022-23 and FY 2023-24 Adopted Budget. Since the County is receiving these grant funds from CDPH, there is no Net County Cost associated with this agreement.
