BACKGROUND:

There has been a shortage of adult and child psychiatrists in California and in the nation for the past several years.  Behavioral Health and Recovery Services (BHRS) has found it especially difficult to fill child psychiatrist positions in San Mateo County due to the high cost of living.  BHRS runs advertisements for specialty psychiatric services on a regular basis in the Northern California Psychiatric Newsletter and other venues as needed.  Dr. Meidav was selected from candidates who responded to those advertisements and has contracted with BHRS since 2003.

 

DISCUSSION:

Dr. Meidav will provide psychiatry services for children and youth at various County mental health clinics for a two-year term.  The services shall include child and youth medication evaluation and treatment, psychotherapy and family consultation, residency training, and case consultation to staff.

 

Under the Administrative Memorandum B-1, agreements with physicians are exempt from the requirement for a Request for Proposals process. 

 

The resolution contains the County’s standard provisions allowing amendments of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

The agreement and resolution have been reviewed and approved by County Counsel as to form. 

 

Approval of this agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing psychiatry services. It is anticipated that 80% of clients served will maintain their current or lower level of care.

FISCAL IMPACT:

The term of the agreement is May 22, 2018 through June 30, 2020. The amount of the agreement is not to exceed $338,580 for the two-year term.  Funds in the amount of $18,468 are included in the BHRS FY 2017-18 Adopted Budget.  Of that amount, Medi-Cal Federal Financial Participation revenue will fund $8,403; 2011 Realignment for Early Periodic Screening, Diagnosis and Treatment (EPSDT) will cover $3,095; and sales tax through 1991Realignment will fund $6,970.  There is no Net County Cost. Funds in the amount of $160,056 will be included in BHRS FY Recommended 2018-19. Similar arrangements will be made for future years. The payment provisions and levels of service in the agreement are essentially the same as the prior agreement.
