Measure K: Adopt a resolution authorizing an agreement with the San Mateo County Fair and Exposition Association to provide inclement weather homeless shelter services during significant weather conditions for the term of July 1, 2024 through June 30, 2027 for a total obligation amount not to exceed $1,679,109.

BACKGROUND:
In January 2024, the Human Services Agency (HSA) applied for a Measure K grant through the County Executive’s Office to support the administration of a centralized Inclement Weather Program (IWP) for unsheltered individuals and families at the San Mateo County Event Center. The County’s IWP is implemented seasonally from mid-November through mid-April on nights when significant weather systems impact the County of San Mateo.
On March 26, 2024, by Resolution No. 080240, this Board approved the FY 2024-25 Measure K Budget as presented by the CEO, which included awarding Measure K funding to HSA for the IWP.
In April 2024, the County Executive’s Office notified HSA that its IWP application was selected as a recipient of Measure K funding for FY 2024-27.
The IWP will provide temporary congregate shelter services for individuals and families experiencing homelessness in San Mateo County during inclement weather events. Services provided onsite will include meals, laundry, shower services, and connection to community services following the deactivation of the IWP.
DISCUSSION:
HSA requests the County enter into an agreement with the San Mateo County Fair and Exposition Association to operate and provide inclement weather homeless shelter services during significant weather events. Specifically, the San Mateo County Fair and Exposition Association will provide 24/7 staffing of the program, meals, shower and laundry services, and connection to community services following the deactivation of the IWP.
The agreement and resolution have been reviewed and approved by the County Attorney as to form.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in the aggregate).
It is anticipated for the term of this contract that 95% participants report a safe and clean environment at the IWP and 95% of eligible IWP referrals received from the Coordinated Entry System (CES) during operating hours will be accepted into the IWP until full capacity is reached.

FISCAL IMPACT:
This term of this agreement is July 1, 2024 through June 30, 2027, for a total obligation amount of $1,679,109. Funding for this agreement will come from the County Executive’s Office using Measure K funds. Budget appropriation for this agreement is included in the FY2024-2025 Adopted Budget and will be included in all other impacted budgets.
