Recommendation for reappointments to the Measure K Oversight Committee, each for a term ending June 30, 2030:
A) Michael Salazar, representing District 1, for a second full 4-year term; and
B) John Medina, representing District 2, for a first full 4-year term; and
C) David Burow, representing District 3, for a second full 4-year term; and
D) Michael Kovalich, representing District 4, for a second full 4-year term.

BACKGROUND:
The Measure K Oversight Committee was established following the voters’ approval of the Measure A sales tax in 2012 to conduct an annual audit of the Measure A sales tax funds to ensure transparency of the Board of Supervisors approved expenditures. The name of the oversight committee has thus been changed to reflect the passage of Measure K in 2016, which extended the sales tax until 2043.
On February 26, 2019, the Board of Supervisors, upon the recommendation of the Measure K Oversight Committee, adopted a resolution authorizing an increase in term length of up to four years (or a maximum of twelve years) and staggering the terms of service such that the terms of members do not all expire in the same year. The proposed appointments and reappointments achieve that staggering.
DISCUSSION:
Michael Salazar (District 1), John Medina (District 2), and David Burow (District 3), and Michael Kovalich (District 4) are each being recommended for reappointment by the Supervisors of the districts that they represent as members. Members’ reappointments from 2019 were modified for 3-year terms in order to provide for the staggering of terms in the interest of continuity on the Committee. Approval of these reappointments reflect full 4-year terms effective July 1, 2026 through June 30, 2030.
Michael Salazar was first appointed to the Measure K Oversight Committee in 2017 by Supervisor Dave Pine (District 1) and reappointed for a staggered 3-year term in 2019; and a full 4-year term in 2022. Approval of this reappointment will reflect a second full 4-year term of dedicated service on the Committee. In his professional life, Mr. Salazar has worked as an Information Technology Manager for San Mateo County and in the private sector. His experience also includes operations management at the San Mateo County Transit District. Mr. Salazar is an elected Councilmember in the City of San Bruno where he has served since 2010, with his current term through December 2028. Supervisor Speier supports this reappointment.
John Medina has served as a District 2 representative since his partial term began in 2023 and is being recommended for a first full term. He has lived in San Mateo since 2010 when he moved from Sonoma County in Petaluma where he was raised. His wife Becky grew up in Foster City and they married in 2009. John is a father of 2 children and coaches or assists and referees for every sport in which they participate. His career for the last 28 years has been a union sprinkler fitter and since 2015, he has served as a Business Agent/Representative for the Sprinkler Fitters Local 483 for San Mateo, Sonoma and Marin County. As a Business Agent/Representative, John has worked on supporting school bonds in Santa Rosa and Hayward. John has served as President of the North Bay Building Trades Council since 2019. He is an Executive Board member with the California State Building Trades Council, San Mateo Labor Council delegate, and Secretary Treasurer of the Sprinkler Fitters Local 483 Scholarship and Community Fund. Supervisor Corzo supports this reappointment.
David (Dave) Burow has served as a District 3 representative on the Measure K Oversight Committee since October 2017 and was reappointed in 2019 for a staggered 3-year term, and a full 4-year term in 2022. Approval of this reappointment will reflect a second full 4-year term of his dedicated service. He has attended most subcommittee meetings and has served on the Work Group Subcommittee at least 4 of those years. Dave is a 43-year resident of San Mateo County where he served in both appointed and elected roles that give him a broad perspective on County operations and needs. Those roles include serving on the San Mateo 2010 Charter Review Committee, the Emergency Services Council, SFO Airport Roundtable, Woodside Town Council and as Mayor of the Town of Woodside. He presently also serves on the Town of Woodside Audit Committee, further demonstrating his commitment to community and fiscal responsibility. Supervisor Mueller supports this reappointment.
Michael Kovalich has served as a District 4 representative on the Measure K Oversight Committee since July 2017 to a 2-year term, and was reappointed in 2019 for a staggered 3-year term, and a first full 4-year term in 2022. Michael Kovalich has lived in San Mateo County over 35 years and is a resident of Redwood City. With experience in managing financial affairs for businesses and non-profits, Mr. Kovalich has previously served as a Business Director for Greenberg Traurig LLP in East Palo Alto. He earned his BS in Business Administration from Louisiana State University-Baton Rouge and his MBA from Cal State Hayward. Supervisor Gauthier supports this reappointment.
