Adopt a resolution:
A) Adopting plans and specifications, including conformance with prevailing wage scale requirements, for the 1500 Fashion Island Boulevard - First Floor Remodel; and
B) Authorizing the President of the Board to execute an agreement with SBAY Construction, Inc. for the 1500 Fashion Island Boulevard - First Floor Remodel in the amount of $2,779,000; and
C) Authorizing the Director of the Human Services Agency to execute subsequent change orders to grant time extensions for project completion and payment up to a maximum aggregate amount not to exceed $277,900, or 10 percent of the agreement amount; and
D) Authorizing the Human Services Agency to approve payment up to the not-to-exceed amount of $3,056,900 for the 1500 Fashion Island Boulevard - First Floor Remodel.

BACKGROUND:
On June 11th, 2024, this Board adopted a resolution to purchase the real property described as 1500 & 1510 Fashion Island Boulevard, located within the City of San Mateo with the purpose of providing needed administrative, executive, and professional offices for county programs.
At 1500 Fashion Island Boulevard, the third floor was renovated first with staff moving in on June 23, 2025. The renovations to the second floor are currently under construction and the floor is scheduled for move-in on April 28, 2026. Both floors were renovated using the Department of Public Works Job Order Contract with SBAY Construction, Inc.
DISCUSSION:
On October 22, 2025, the Humen Services Agency (Department) issued a solicitation through publication, twice in a weekly local newspaper of general circulation in San Mateo County, and the county’s e-Procurement system.
On November 12, 2025, the Department held a mandatory pre-bid meeting for construction of the proposed project.
On December 8, 2025, sealed bids were submitted through the county’s e-Procurement system and a notice was subsequently released identifying all bids received. The bid of:

at $2,779,000 was the lowest responsible bid received for the work. A summary of the bids received is attached as Exhibit A.
The County Attorney has reviewed and approved the resolution and agreement as to form.
COMMUNITY IMPACT:
Human Services Agency is dedicated to providing critical access to services for vulnerable individuals. Remodeling the first floor is an integral step for staff to effectively provide these essential services to clients.
FISCAL IMPACT:
The term of the agreement is from January 13, 2026 through December 31, 2026. The amount of the agreement is not to exceed $3,056,900. The cost will be applied across benefitting programs within the Human Services Agency. Budgetary appropriation for this agreement is in the FY 2025-26 Adopted Budget. There is no Net County Cost.
