BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2023-25 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018. District 4 indicates that this organization is either a public agency operating within the county or a nonprofit organization registered and in good standing with the California Attorney General. District 4 indicates that the sponsoring Board members, members’ family, and members’ supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.

 

PROJECT SUMMARY:

This is a request to authorize a grant to $75,000, to United through Education/Familias Unidas for establishing and maintaining a new Radical Monarchs troop in North Fair Oaks. The County Executive’s Office will administer and manage the proposed agreement.

District-discretionary Measure K funding for this organization has previously been provided as listed below: 

                     On June 25, 2019, the Board of Supervisors approved district-discretionary Measure K funding for United through Education/Familias Unidas in the amount of $30,000 for two 9-week in-person classroom parenting workshops for up to 20 families per workshop.

 

                     On August 4, 2020, the Board of Supervisors approved district-discretionary Measure K funding for United through Education/Familias Unidas in the amount of $45,000 to provide virtual parenting classes to guide and support families through the transition to effective distance learning during the COVID-19 pandemic.

 

                     On August 3, 2021, the Board of Supervisors approved district-discretionary Measure K funding for United through Education/Familias Unidas in the amount of $45,000 to provide parenting classes that help North Fair Oaks families and students return to in-person learning.

 

                     On June 13, 2023, the Board of Supervisors approved district-discretionary Measure K funding for United through Education/Familias Unidas in the amount of $164,000, to provide parenting classes, taught in Spanish, in North Fair Oaks, Belle Haven and East Palo Alto for the 2023-2024 school year.

 

The Radical Monarchs organization, inspired by the legacies of social justice movements, began in 2014 to create opportunities for young girls and diverse youth to form fierce friendships, celebrate their identities and contribute radically to their communities.

 

Grant funding for this request would allow United through Education/Familias Unidas together with Radical Monarchs to form a troop to engage a group of 3rd-5th grade girls and diverse youth in transformative personal and community empowerment and organizing through their Radical Badge curriculum.

 

This Radical Monarchs troop will include up to 18 youth from North Fair Oaks. The students in the troop will complete a 3-year badge cycle, supported by two troop leaders and an assistant. Outreach to form the troop will start in winter/spring 2024 and curriculum will begin in summer/fall 2025. Preparation for the program will begin in approximately fall 2024, with hiring, capacity building, and translation of curriculum.

 

The innovative program is one of the only social justice incubators for 3rd-5th grade youth who may not otherwise get first-hand experience learning about and participating in local community efforts and advocacy work. Participants will learn how to understand themselves and their communities in the context of differentials in societal powers and share their aspirations and needs with decision-makers and community partners in ways that are accessible to adolescents. In addition to the political participation education toolkit the participants are equipped with as they earn their badges, they will be taught how to honor themselves, their backgrounds and communities, and to advocate for themselves and their communities.

 

This district-discretionary grant will support the start-up costs associated with creating a Radical Monarchs troop in North Fair Oaks, including personnel expenses for troop leaders, and troop expenses for the three-year curriculum period, which includes troop fees, snacks and food, transportation, material costs, and other associated expenses.

 

Total Measure K Request: Not to Exceed $75,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

EQUITY IMPACT:

The data demonstrates that youth, especially girls and LGBTQ+ youth from disadvantaged backgrounds are particularly impacted by poor mental health outcomes. This program aims to empower young girls and gender expansive youth to celebrate themselves, their roots, and their diverse communities, as a pathway to improved mental health outcomes and a stronger sense of community leadership. The individual growth is coupled with organized engagement in local social justice and civic efforts to improve community outcomes for their future.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2024-25 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2024-25 Approved Recommended Budget.
