BACKGROUND:
On March 9, 2021 and March 23, 2021, the Board of Supervisors held two study sessions at its regularly scheduled public meetings at which the County Manager’s Office presented on anticipated Measure K revenues and Board priorities for Measure K allocations for the upcoming FY 2021-23 budget cycle. At these meetings, the County Manager’s Office stated that there was an estimated $13 million in Measure K funding available each fiscal year for the Board to prioritize for one-time expenditures. After these study sessions, the Board directed the County Manager’s Office to take appropriate actions for the Board to allocate $1 million in FY 2021-22 to support CuriOdyssey in the construction of its new Marina Gallery building.
DISCUSSION: CuriOdyssey teaches Science, Technology, Engineering and Mathematics ( STEM) education to young children as a foundation for developing the next generation of science-fluent citizens. CuriOdyssey, located in Coyote Point Park, opened in 1954 as the San Mateo County Junior Museum. It was later named the Coyote Point Museum for Environmental Education and thereafter renamed CuriOdyssey, in 2011.
CuriOdyssey’s new initiative, STEMCorps, is a three-pronged program that will feature Odyssey-trained corps of Black, Indigenous, and People of Color (BIPOC) educators, mentors, caregivers and partners who are empowered to support and deliver STEM education to students most in need in the County. The three pillars of STEMCorps are:
1) Elementary Teacher STEM Professional Development (Pre-K through 5th grade)
2) STEM Web-based Mentoring (career scientists who mentor middle- and high-school youth, and youth advisory groups)
3) Community Partnership STEM Integration (Community non-profit partners, families and caregivers)
In order to meet its programming, education and exhibit needs and address its current seismic, ADA and sustainability requirements, CuriOdyssey is expanding its physical space to include a Marina Gallery; a 3,300 square foot building that will provide 1,000 square feet of gallery space, two 30-person interior classrooms, restrooms and storage space. The building design will accommodate indoor-outdoor connections. The classrooms will feature garage-style roll-up doors to open the rooms onto adjacent landscaped spill-out space and the gallery will open onto a covered deck that will provide a space for outdoor science exhibits. The total cost of the new building is estimated to be $5.4 million. The $1 million in Measure K funding will help support this effort.
Accompanying this memorandum is a form of agreement pursuant to which the County will allocate $1,000,000 to CuriOdyssey provided that the funding will be used only in connection with the Marina Gallery project during FY 2021-2022 and FY 2022-2023. Payments will be made to CuriOdyssey upon presentation of evidence of grantee incurring qualifying expenses related to the Marina Gallery project during the term of the agreement.

FISCAL IMPACT:
Measure K funding in the amount of $1,000,000 has been included in the FY 2021-22 Approved Recommended Budget. There is no Net County Cost associated with this Agreement.
