Measure K: Adopt a resolution:
A) Adopting plans and specifications, including conformance with prevailing wage scale requirements for the Pescadero Fire Station #59 Project; and
B) Authorizing the President of the Board to execute an agreement with Truebeck Construction, Inc. for the construction of the Pescadero Fire Station #59 Project, in the amount of $22,974,579 and
C) Authorizing the Director of Public Works or designee to:
1. Execute subsequent changes order to grant time extensions for project completion and payment up to a maximum aggregate amount not to exceed $2,297,457, or approximately 10 percent of the agreement amount; and
2. Execute payment up to the not-to-exceed amount of $25,272,036 for items requiring adjustment based on unit bid prices without execution of a change order.

BACKGROUND:
The Pescadero Fire Station #59 Project (Project) was designed to replace the existing Fire Station #59 at 1200 Pescadero Creek Rd. The Project will be built on a portion of land owned by the La Honda-Pescadero Unified School District and adjacent to Pescadero Middle/High School located at 350 Butano Cutoff. The Project will also include demolition of the living quarters at the existing station and renovation of the existing apparatus bay.
On June 24, 2025, this Board adopted Resolution No. 081292, which authorized the Director of the Project Development Unit (PDU), or designee, to use the Design-Bid-Build Best Value procurement method for selecting a contractor, pursuant to Public Contract Code § 20155, for construction of the Project. The PDU staff utilized this process to request qualifications from contractors for the Project, reviewed the qualifications submitted and pre-qualified four general contractors to bid on construction of the Project. The pre-qualified general contractors are: Swinerton, Truebeck Construction, Vance Brown Builders, and XL Construction.
DISCUSSION:
On February 6, 2026, the Department of Public Works (Department) issued a Notice to Contractors publication to the four pre-qualified general contractors. The Department held a mandatory pre-bid meeting for construction of the proposed Project on February 11, 2026.
On March 25, 2026, sealed bids were submitted through the County’s e-Procurement system. A notice was subsequently released identifying all bids received. Bids from the four pre-qualified bidders were evaluated based on certain pre-identified qualitative criteria, including price, and contractor qualifications. Based on the evaluation, it has been determined that the bid of Truebeck Construction, Inc., submitted the best value responsible bid for the work. The bid of:

at $22,974,579 was the best value bid received for the work. The Engineer’s Estimate was $22,800,000. A summary of the bids received is attached as Exhibit A.
The County Attorney has reviewed and approved the resolution and contract as to form.
COMMUNITY IMPACT:
The Project will construct a modern 12,000 sq ft. Fire Station adjacent to the Pescadero Middle/High School on Butano Cut-off, replacing the existing flood-prone 1957 facility on Pescadero Creek Road. The proposed Fire Station will improve emergency response times and be more resilient by including a solar-powered back-up system comprised of a solar microgrid to ensure operational continuity during power outages, which have lasted up to two weeks in the area.
FISCAL IMPACT:
The total estimated cost for construction under the agreement with the general contractor is $25,272,036, which includes authorization for up to $2,297,457 in charge orders and adjustments based on unit bid prices. The contingency may be used to pay the contractor for any unforeseen conditions and any owner-initiated work not anticipated in the construction agreement documents.
The Board of Supervisors has previously allocated, through the Fiscal Year 2025-26 Adopted Budget, $25,000,000 in Measure K funds to pay for construction. Total projects costs, which include soft costs such as design and professional fees, project management, permits, fees and entitlement, geotechnical and environmental review and compliance, testing, inspections, furniture, fixtures, equipment, technology, insurance, commissioning, and soft cost contingency, are estimated at $34,000,000. These costs, totaling $9,000,000, will also be funded through Measure K and will be included in the Fiscal Year 2026-27 recommended budget.
