Acting as the Governing Board of Commissioners of the Housing Authority of the County of San Mateo, adopt a resolution establishing salaries and benefits for unrepresented management employees of the Housing Authority of the County of San Mateo (“HACSM”) for the period of October 1, 2024, through September 30, 2025.

BACKGROUND:

On June 13, 2023, this Board adopted Resolution No. 079712, which established the salaries and benefit of unrepresented management employees of the HACSM for the term of October 1, 2022, through September 30, 2024. Resolution No. 79712 is anticipated to end on September 30, 2024.

 

DISCUSSION:

Unlike the unrepresented management employees, non-management HACSM staff are represented by the American Federation of State, County, and Municipal Employees Council 57 (“AFSCME”). On or about May 31, 2023, AFSCME and HACSM entered into a Memorandum of Understanding (“MOU”) regarding the wages, hours and other terms and conditions of employment for the Housing Authority Employee Unit, which does not include unrepresented management employees. The term of this MOU is from October 1, 2022, to September 30, 2024. Because this MOU is set to end on September 30, 2024, AFSCME and HACSM would like to modify the MOU to extend the term of the MOU and to provide a five (5) percent cost-of-living adjustment to non-management HACSM staff. Concurrent with this resolution, HACSM has another resolution before this Board regarding this modification request.

 

Given this concurrent resolution and increased inflation and rising costs locally, statewide, and nationally, the unrepresented management employees of HACSM also seek a five (5) percent cost-of-living adjustment effective the first full pay period in October 2024. No other salary or benefits for unrepresented management employees of the HACSM are affected.

 

The County Attorney’s Office has reviewed and approved the resolution as to form.

 

FISCAL IMPACT:

There is no net County cost associated with this action. HACSM is 100% funded by the U.S. Department of Housing and Urban Development.
