Adopt a resolution authorizing the Director of Public Works to:
A) Execute a Memorandum of Understanding (MOU) with the San Mateo County Transit District for the pass through of $575,200 from the Cycle 7 Lifeline Transportation Program awarded by the City and County Association of Governments of San Mateo County to the County of San Mateo for the North Fair Oaks Community Connections Project; and
B) Execute Memoranda of Understanding (MOU) with the San Mateo County Transit District for the pass through of funding from future cycles of the Lifeline Transportation Program awarded by the City and County Association of Governments of San Mateo County to the County of San Mateo; and
C) Execute and submit applicable amendments, which may be necessary for the completion of the current and future projects.

BACKGROUND:
The Lifeline Transportation Program (LTP), established by the Metropolitan Transportation Commission, funds operating and capital projects that improve mobility for low-income residents in the San Francisco Bay Area. The City and County Association of Governments of San Mateo County (C/CAG) is responsible for the administration of the LTP in San Mateo County. The County of San Mateo (County) applied to and was awarded $581,200 in Cycle 7 LTP funding by C/CAG at its June 13, 2024 meeting to implement the North Fair Oaks Community Connections Project (Project). The Project will implement high priority pedestrian and bicycle improvements identified in the North Fair Oaks Bicycle and Pedestrian Railroad Crossing and Community Connection Study (Study). The improvements consist of high-visibility crosswalks, accessible curb ramps, curb extensions, and Class 3 bikeways within unincorporated North Fair Oaks bounded by Middlefield Road, El Camino Real, 5th Avenue, and the unincorporated County border with the City of Redwood City.
DISCUSSION:
Funding from the LTP comes from State Transit Assistance (STA) funds. The County must enter into a Memorandum of Understanding (MOU) with the San Mateo County Transit District (District), which is the designated recipient of STA funds, in order to receive the funding. The District will retain $6,000 from awarded recipient LTP funds for compensation of administrative costs associated with the MOU and the County will be eligible for the pass through of the remaining $575,200 from the District to implement the Project. Staff recommends that this Board authorize the Director of Public Works to execute the MOU with the District for the Cycle 7 funding and authorize execution of Memoranda of Understanding for future LTP funding awards. This authorization will support the implementation of vital mobility projects that serve residents who have lower incomes in the unincorporated areas of the County.

FISCAL IMPACT:
The total estimated cost for the Project is $719,000. The Project is proposed to be financed as follows:
Cycle 7 LTP Funding $575,200
Road Fund (Local Match) $143,800
Total Estimated Cost $719,000
Funding for this Project will primarily be from Cycle 7 LTP. The Project will initially be financed by the Road Fund as the Cycle 7 LTP funds are received on a reimbursable basis.
There is no impact to the General Fund.
