Recommendation to confirm the following two (2) representatives of the Council of Cities to the Housing and Community Development Committee, each for a four-year term effective January 1, 2025, through December 31, 2028:

 

A)                     Appointment of Daly City Councilmember Juslyn Manalo, for an initial term; and

 

B)                     Reappointment of Burlingame Councilmember Donna Colson, for a third term.

BACKGROUND:

The Housing and Community Development Committee (HCDC) makes recommendations to the Board of Supervisors related to the expenditure of all housing and community development funds.  The HCDC also reviews and provides a forum for public comment on affordable housing and community development needs and priorities related to the development of the Consolidated Plan and related Annual Action Plans.

 

For the Council of Cities representative, the Board of Supervisors confirms appointments and reappointments by board action, upon approval of this memorandum.

 

DISCUSSION:

On December 20, 2024, the City Selection Committee appointed Juslyn Manalo and reappointed Donna Colson to serve on the HCDC, upon confirmation by the Board of Supervisors. Donna Colson has served on the HCDC since 2017 and will be serving a third term upon confirmation of this appointment by the Board of Supervisors. This term reflects Juslyn Manalo’s initial one on the Committee.

 

Juslyn Manalo was raised in Daly City and has deep roots in serving the community from a young age. Being raised in the multi-ethnic city of Daly City has given Manalo a deep appreciation for diversity. Juslyn attended Woodrow Wilson Elementary, Ben Franklin Intermediate and Jefferson High School in Daly City.

 

 

She is a true advocate for social equity. Early in her career, she became a Community Service Worker providing direct service to the Filipino World War II Veterans. Here, she fought for the Veterans to receive equal benefits through advocacy and coalition building. Juslyn also spearheaded and managed the Bill Sorro Housing Program (BiSHoP), a program that helped low to moderate income families, find, defend and sustain their housing- a testament to her dedication to social justice.

 

In the private sector, Juslyn Manalo continued her mission as a Community Engagement Manager for one of the top global mixed-use real estate developers building partnerships to create community development opportunities such as affordable housing, workforce training, jobs, open space, cultural district resources and youth development.

 

Juslyn Manalo is currently the Senior Community Engagement Specialist within Impact, Policy, and Communication Division with the City and County of San Francisco’s Office of Economic Workforce Development. Juslyn’s impact extends to the crucial domain of water supply and conservation as a board member of the Bay Area Water Supply and Conservation Agency. Beyond her official roles, Juslyn’s dedication to public service is evident in serving as board member of the Senior & Disability Action. She tirelessly advocates for policy reform at local and state levels. She holds a Master’s degree in Public Administration and a Bachelor’s degree in Asian American Studies with a Minor in Women’s Studies from San Francisco State University.

 

Elected to the Burlingame City Council in 2015, Donna Colson is a two-time Mayor having served in 2019 and 2024.  Her work in Burlingame is focused on improving infrastructure, economic development, housing, sea level rise adaptation, and climate initiatives.

 

She serves as Liaison to the Burlingame Chamber of Commerce; and as a Chairperson for Peninsula Clean Energy, C/CAG Climate Protection and Resource Management Committee and C/CAG Finance Committee and member Burlingame Audit Committee. She has served as Director of OneShoreline and Audit and Finance Chair. Donna has also served as Co-Chairperson of San Mateo County Home for All Working Group.

Her past City committee involvements include North Rollins Road Specific Plan and Community Center Development. Some of her current committees include the City Hall Renewal Committee, Sea Change Burlingame Committee, and Economic Development Committee.

 

Prior to serving on the Burlingame City Council, Donna spent twenty-five years working in global institutional pension management and consulting where she advised cities, states, foundations, endowments and unions on investment matters.  She also founded a local business called the Burlingamer which hosted futsal and soccer training and competition.  Education has been a priority and over the years she served in numerous leadership roles in parent organizations and helped to pass several bonds and parcel taxes that supported Burlingame public schools.  Presently she serves on the Board of Directors for Filoli Estate and Garden (President 2015) which recently hosted President Xi and President Biden at the Woodside Summit, and is on the UC Berkeley Haas Business School Advisory Committee and Co-Chair of the Center for Equity, Gender and Leadership, the SMC Historical Museum and the College of Letters and Science Advisory Board at the University of Wisconsin, Madison.

 

Donna lives in Burlingame with her husband Eric and they have two adult daughters.   She attended UC Berkeley undergraduate earning a BA in Political Economics and a MBA with emphasis in real estate and finance.  She has been awarded the H.J. Burns Award for Community Service to Youth and Families, the Burlingame Community Foundation Award for Leadership, and the Franklin Elementary and Burlingame Intermediate School Community Service Awards.
