Adopt a resolution authorizing:
A) The President of the Board of Supervisors to execute a contract with JP Digital Imaging, Inc., for the Wayfinding Signage Upgrade Project at San Mateo Medical Center in an amount not to exceed $364,577.09; and
B) The Project Development Unit Interim Director, or designee, to execute subsequent change order request that modify the terms and conditions of the agreement by 10 percent, or $36,457, for a maximum contract value of $401,034.

BACKGROUND:
In 2016, this Board of Supervisors approved the San Mateo Health Campus Upgrade project. During that project, it became evident that the campus wayfinding and signage required a comprehensive update. The existing wayfinding signage at the San Mateo Medical Center is not intuitive, frequently causing confusion and stress for patients, clients, and visitors.
To address this, the San Mateo County Health System commissioned a comprehensive wayfinding study in 2019, hiring expert consultant GNU Group to develop a new campus-wide master plan tailored to the redeveloped campus. This Wayfinding Signage Upgrade project is the implementation of that master plan. The project will update existing interior signage to create a clear, accessible, and welcoming environment, ensuring that patients and visitors can easily navigate the medical center facilities.
DISCUSSION:
In June 2024, wayfinding plans and specifications were submitted to the California Department of Health Care Access and Information for review and approval.
On May 5th, 2025, the County published specifications on OpenGov and called for sealed proposals for the San Mateo Medical Center Wayfinding Signage Upgrade Project.
On Friday, May 23, 2025, the County accepted proposals for the project. One proposal was submitted. After a thorough review, the Project Development Unit determined the bid of JP Digital Imaging, Inc. in the amount of $364,577.09 was acceptable.

COMMUNITY IMPACT:
Wayfinding signage plays a critical role in navigating and orienting people within complex environments like hospitals. A well-designed wayfinding system will improve the patient experience by reducing stress, increasing efficiency, and promoting safety.
FISCAL IMPACT:
Funding for this agreement will be paid by the San Mateo Medical Center department program funds and has been budgeted in the department’s capital program budget for FY 2024-26. There is no impact to the General Fund.
