Subject: Law Enforcement Services Agreement with the Town of Portola Valley

Adopt a resolution authorizing:
A) An agreement with the Town of Portola Valley for the provision of law enforcement services provided by the Sheriff’s Office, for a term commencing January 1, 2024, through June 30, 2025, with reimbursement to the County in the amount of $1,173,292 for FY 2023-24 and an amount to be determined by a future budget and reflected in an amendment for FY 2024-2025; and
B) The Sheriff or Sheriff’s designee to execute amendments associated with this agreement, provided that any additional costs incurred on behalf of the County are fully reimbursed by the Town of Portola Valley and therefore said amendment(s) do not result in any net cost to the County’s General Fund.

BACKGROUND:
The Sheriff’s Office has provided contract law enforcement services to the Town of Portola Valley (Town) for many years. The services include basic police patrol, traffic enforcement, crime investigations, and crime prevention services. The Sheriff’s Office has met with the Town, and the Town desires to continue contracting with the County.
DISCUSSION:
The proposed agreement is for a term commencing January 1, 2024 through June 30, 2025. The Sheriff’s Office will continue to provide basic police patrol services 24 hours per day, traffic enforcement and citation processing services, special event security detail, crime investigations, and crime prevention services. The agreement also includes direct and indirect services including supervision, fiscal, property, and records support; equipment and supplies; vehicle and radio maintenance; and replacement costs.
The County Attorney has reviewed and approved the resolution and agreement as to form.
FISCAL IMPACT:
The agreement with the Town of Portola Valley is for a term commencing January 1, 2024 through June 30, 2025. Under the agreement, the Sheriff’s Office will be reimbursed a total of $1,173,292 for FY 2023-24. Reimbursement from this contract has been included in the Sheriff’s Office FY 2023-24 Recommended Budget and will be included in future budgets. There is no Net County Cost.
